Job Description

Duties

Assists the Safety Administrator in performing all duties of the Safety Administrator position.

Develops and implements a comprehensive environmental management program for the institution.

Conducts thorough safety and environmental inspections of the institution and prepare factual reports.

Develops and provides training programs for environmental compliance and environmental management systems.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staffs correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Education:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate Education: Major study - safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR:

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, experience must be in or related to safety and occupational health that provided the specific qualifications to successfully perform the duties of the position.

Some examples of the qualifying specialized experience are

  • Experience conducting safety and environmental inspections of the institution and preparing factual reports, developing corrective measures for identified deficiencies, and conducting follow-up inspections.
  • Experience delivering an occupational safety or environmental health related presentation.
  • Knowledge of statutes, regulations and precedent decisions governing environmental operations and compliance programs.

Combination of Education and Experience:

Have a combination of education and experience. This experience must have equipped you with the qualifications required to perform the major duties of this position as described above.

This position IS NOT included in the bargaining unit.

In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution. If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage.

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.

All applicants are subject to, and must satisfactorily pass all screening requirements in relation to National Crime Information Center (NCIC) and credit check.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score of 68 must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees.

Successful completion of the "Introduction to Correctional Techniques", three-week training course at Glynco, Georgia is required. 

Additional selections may be made if vacancies occur within the life of the certificate.

MOBILITY STATEMENT: A mobility statement is required for this position. You must agree to relocate anywhere at the convenience of the Bureau of Prisons upon completion of your training.

This Position is a training position, and as such, upon completion of the training program (12-24 months), the incumbent must transfer to another institution in order to be promoted to the full performance level. Effective
accomplishment of the mission of the Bureau of Prisons may require placement of employees who complete training programs in order to make the best use of their capabilities and better utilize the skills of available staff.
Accordingly, the incumbent of this position is subject to said provision and is susceptible to geographic relocation at the discretion of management in the interest of the efficiency of the service.
