The Information Technology office is accepting applications for a Senior Application Development Analyst to join the Phoenix unit.
The Senior Application Development Analyst (SADA) supports the JCC Information Technology (IT) office and Branch Accounting and Procurement Finance and Human Resources teams responsible for the development and implementation of human resources, business and financial systems supporting the trial courts under the Phoenix program. This position manages and maintains the SAP Fiori user interface, ensuring it is functional, secure, and accessible for users. This involves configuring the Fiori Launchpad, managing user roles and authorizations, troubleshooting issues, and integrating Fiori with backend SAP systems. They also play a crucial role in ensuring optimal performance and security of the Fiori environment. This position also assists administering other components of the SAP Phoenix application (SAP System, Business Intelligence, SAP Portal Administration, Solution Manager, Secude, SAP Fiori Launchpad/Apps, and uPerform training solution). This position works with limited supervision and provides 24/7 after hour support as needed. This position assists with daily maintenance (including nights, holidays, weekend and after hours), upgrade and patch implementation, enhancements, and deployment, as well as, on-going long-term support of this statewide application and the related SAP environments hosted at the JCC’s Microsoft Azure Commercial Cloud (CALCOURTS03) infrastructure, as well as future cloud infrastructure/SaaS implementations (currently being planned for the 2027-2030 timeframe). Additionally, this resource will serve as a backup for the security administrator that will be responsible for implementing and managing security protocols and access controls within the JCC SAP environment, collaborating with various project and security teams to identify and mitigate security risks, monitoring user activities to ensure compliance with organizational standards, and protecting sensitive data.
The incumbent is responsible for supporting the 58 Trial Courts, JCC’s Microsoft Azure Commercial Cloud (CALCOURTS03) infrastructure including 39+ virtualized systems, 9 SAP complimentary software applications, 120+ interfaces to financial institutions, courts and HR vendors, and on-demand and standardized reports. Part of an overall support team that processes ~20-40 complex tickets per month that spans five Phoenix landscapes (Sandbox, Development, Testing, Training, and production). Supports ~8 after hours/weekend maintenance windows per month. On average supports ~20-30 M&O annual initiatives such as calendar/fiscal year-end activities, complex patch/upgrades/POC (proof of concepts) work, and key technical and functional enhancements per year. This SADA is critically needed for support and will be dedicated to the ERP Phoenix SAP application.
The Judicial Council

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Duties• Perform SAP Fiori Administration duties, including (but not limited to tasks below). Develop and maintain SAP Fiori procedures aligned with Judicial Council policies, incorporating Vendor's standard methodologies. Review, update, and approve SAP Fiori Launchpad procedures, ensuring they meet Judicial Council's operational requirements.
• Provide support for Fiori Launchpad integration with SAP systems.
• Perform SAP Basis Administration duties, including (but not limited to tasks below). Develop and maintain SAP Basis Support Services procedures aligned with Judicial Council policies, incorporating Vendor's standard methodologies. Review, update, and approve SAP Basis procedures, ensuring they meet Judicial Council's operational requirements. Additionally, provide hands-on support for projects and ongoing maintenance and operations (M&O) activities, especially during periods of increased workload.
• Database Administration Services are the activities associated with the maintenance and support of Judicial Council non-production and production database solutions and configurations (e.g., stand-alone databases, clustered databases). This includes responsibility for managing data (e.g., indexes, database performance, and data recovery and integrity) at a logical.
• Provide backup responsibility for Phoenix technical security administrator when needed to perform a full range of analysis, design, and development of security and system administration that meet business requirements. Serve as a backup security administrator that will interface with court users, consultants, technology interfaces, the Judicial Council Technology Services and JCC Phoenix Management Team when the primary security administrator is unavailable or as needed.
Other Duties and Responsibilities:
• Experience as Technical Lead for the to the technical team. Identify technical tasks, assign, review, analysis, develop technical project plan, develop requirements and design of technical requests and lead project team meetings

• Experience in contributing to the development of RFI and RFP for procurement
• Web design and best practices for Web content management, tools and technologies, connectivity issues and browser issues

Bachelor’s degree, preferably in computer science, information systems, or a directly related field,
and five (5) years of design and development experience, including solid knowledge and proficiency
in the software used in the assignment.
Possession of a bachelor’s degree in computer science, information systems, or a directly related
field may be substituted for one of the years of required experience. An additional four (4) years of
professional experience as noted above may substitute for the bachelor’s degree. Or, additional
directly related experience and/or education may be substituted on a year-for-year basis.
OR
One (1) year as an Application Development Analyst (utilizing the software used in the assignment)
with the Judicial Council of California or one (1) year of experience performing the duties of a class
comparable in the level of responsibility to that of an Application Development Analyst in a
California superior court or California state-level government entity.
Desirable Qualifications:
• 5 - 7 years’ experience as an SAP Fiori Administrator, and/or SAP Applications IT Architect.
• Strong understanding of SAP Fiori and its architecture.
• Experience with SAP UI5 development and ABAP development.
• Knowledge of SAP BASIS and system administration.
• Experience with OData services and integration with backend systems.
• Strong troubleshooting and problem-solving skills.
• Excellent communication and collaboration skills.
• Experience with user management and authorization concept
• Solid knowledge and proficiency in SAP ERP Systems.
• Principles and best business practices of SAP application architecture.
