Job Description

General Summary

This attorney position focuses on policy and legal issues within the scope of the Commerce Committee and its subcommittees, which may include one or more of the following: transportation infrastructure, utilities and telecommunications, insurance, banking and finance, regulation of businesses and professions, building codes, housing, agriculture, and economic development. The attorney conducts research, including legal research, related to assigned matters; analyzes legislation; drafts bills, amendments, analyses of bills, legal memoranda, and other documents; and provides counsel and advice to the committee and legislators.

FINANCIAL DISCLOSURE: Pursuant to sections 112.3144 and 112.3145, F.S., this position is required to electronically file a Form 1 –Statement of Financial Interests with the Florida Commission on Ethics within 30 days of hire.

Examples of Work Performed

  • Performs legal research relevant to the development of legislation and amendments to legislation.
  • Analyzes and objectively summarizes proposed legislation to determine its effectiveness and the impact of its passage on the state and other entities and individuals.
  • Monitors and coordinates the progress of committee legislation through committees of reference and on the floor.
  • Briefs legislators personally or in writing on issues to be discussed in committee, on the floor, or with constituents.
  • Recommends needed changes to legislation based upon trends in interpretation and application of the law by courts and based on agency comment or citizen request.
  • Performs research concerning the interpretation of Florida Statutes and on other legal matters in question for legislators and staff.
  • Maintains knowledge of issues affecting the jurisdiction of the relevant subcommittee(s) by collecting resource materials, reading industry publications, communicating with industry representatives and agency personnel, and attending workshops and conferences.
  • Monitors the implementation of legislation
  • Reviews agency action pursuant to Chapter 120, the Administrative Procedures Act, to identify instances of the invalid exercise of delegated legislative authority; monitors Florida and federal court cases and administrative decisions.
  • Performs other related duties as required.

Knowledge, Skills, and Abilities

  • Knowledge of Florida laws, legal procedure, and legal terminology.
  • Skill in reading comprehension, analysis, research, organization, and drafting.
  • Ability to interpret state and federal legislation, laws, and rules.
  • Ability to employ reasoning to foresee possible legal problems.
  • Ability to communicate effectively and concisely, both orally and in writing.
  • Ability to take action in situations which lack clear direction.
  • Ability to deal tactfully and courteously with the public, press, and lobbyists.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to exercise discretion and confidentiality.
  • Ability to collect and analyze data.
  • Ability to produce quality work under pressure.
  • Ability to work cooperatively as a team member and to contribute to the efficient internal functioning of the committee staff.
  • Ability to research legal documents and legal references.
  • Knowledge of Florida state government and legislative rules and procedures. 

Minimum Qualifications

Attorney in good standing with The Florida Bar.

Preferred Qualifications

Experience with matters within the scope of one or more of subcommittees within the Commerce Committee (as described above) and/or with the legislative process.

Salary

Salary commensurate with experience.
