Job Description

Position Summary

Churchill County is recruiting for a current opening for a Chief Deputy District Attorney (Civil).  Serving at the will of the elected District Attorney, and under the oversight of the Chief Deputy District Attorney (Criminal), the person in this position would be responsible for the management and direction of all activities and staff of the Civil Division in the District Attorney's Office. The staff supervised currently consists of one other attorney and a Legal Secretary. The incumbent serves as legal counsel to the County, its elected officials, and departments. This involves attendance and participation at a variety of public meetings, including the meetings of the Board of County Commissioners. Experience in civil matters, including expertise in Nevada's Open Meeting Law, is necessary. 

The Churchill County District Attorney’s office is comprised of seven attorneys, eight legal secretaries and six child support workers. We have a family friendly/flexible office environment. We are willing to consider and work with applicants who are members of the bar in other States.

Churchill County provides an attractive compensation package that extends beyond just the salary. The county pays 100% of the retirement contribution to Nevada PERS on your behalf (36.75% over and above your wage, equivalent to $44,400/year at the first step of the range). The county pays 100% of the employee-only health insurance premiums (equivalent to $12,800/year). AND you will not have Social Security taken out of your paycheck, which results in an additional 6% take-home pay (equivalent to $7,200/year). 


Distinguishing Characteristics
This class is distinguished by the in-depth legal expertise and managerial job requirements. The employee in this class is responsible for supervising a major division of the District Attorney's Office involved in criminal and/or civil prosecution and the conduct of important legal research work and litigation in court.

Essential Functions

  • Demonstrates regular, reliable and punctual attendance.
  • Supervises and oversees activities of assigned staff; makes work assignments; follows-up on assignments, creates work schedules; responds to, and assists, officers with calls for service; handles citizen complaints.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned divisions; identifies resource needs; recommends and implement policies and procedures.
  • Reviews reports and documents prepared by subordinates for accuracy, completeness, essential elements, fundamental soundness, and substantiation of action taken; responds to emails and phone calls.
  • Selects, trains, motivates and evaluates staff; provides or coordinates staff training; works with employees to correct deficiencies and errors; monitors work flow; reviews, evaluates and recommends changes in regard to work product, methods and procedures.
  • Confers with and advises elected officials, County Manager, and department heads in regard to sensitive and complex issues.
  • Researches and drafts highly sensitive communications in regard to complex and politically charged issues that have a substantial impact on the operation of local governments and the quality of life of the citizens of the County.
  • Regularly interacts with members of the public and officials from other jurisdictions while supporting and effectively communicating the priorities, goals and values of the District Attorney and the Board of County Commissioners.
  • Monitor, interpret and report on changes in laws, regulations, and legal proceedings related to civil actions that might impact the County's operations; brief elected officials, County Manager and department heads in regard to changes and potential issues that may require proactive action.
  • Assist County Manager and Board of County Commissioners in the preparation of agendas and compliance with Nevada's Open Meeting, Public Records, and Ethics laws.
  • Supervises and personally prepares and presents cases before State agencies, State and Federal courts, and the Nevada Supreme Court.
  • Supervises and supports outside legal counsel retained to defend or prosecute the interests of the County.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
  • Performs legal duties in the criminal area of the District Attorney's Office as assigned.
  • Prepares and informs the District Attorney and Chief Deputy District Attorney of any matters that should be of interest to the District Attorney office.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.
 
Education and Experience
Juris Doctorate in Law and admittance to practice in the State courts of Nevada; AND five (5) years of experience in the practice of civil litigation practice, two (2) years of which were in a managerial role; OR an equivalent combination of education, training and experience.
 
Required Knowledge and Skills
Knowledge of:

  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Excellent knowledge of common law and of the State and Federal laws and regulations and County ordinances.
  • Techniques of presenting arguments before agencies and courts.
  • Principles, methods, materials and practices of legal research.
  • Methods and practices of pleading civil cases and of effective techniques in the presentation of cases in court.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Personal computers utilizing standard and specialized software applications.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Communicating effectively in oral and written forms.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone. 
Skill in:
  • Developing and implementing goals, objectives, policies, procedures and work standards.

 Required Certificates, Licenses and Registrations
  • Nevada Driver's License.
  • Certificate of admission to the Bar of the State of Nevada and eligibility to practice law before the courts of the State of Nevada.
  • Permit to carry a concealed weapon (CCW).
