ABOUT THE OFFICE: Pursuant to Article 18-B of the County Law, the Assigned Counsel Plan (ACP), in consultation with the Presiding Justices of the First and Second Appellate Divisions, has been providing quality legal services to indigent people since 1966. All services provided by ACP are funded by the New York State Office of Indigent Legal Services (ILS) and the City of New York through the Mayor’s Office of Criminal Justice (MOCJ). ACP provides compensation to private attorneys representing indigent clients charged with criminal offenses. Attorneys are assigned matters by the ACP when a conflict exists prohibiting the institutional providers from providing representation.

ABOUT THE ROLE: Under the supervision of the ACP Administrators and with significant latitude for independent judgement, the Assigned Counsel Plan (ACP) of New York City, First and Second Departments, seeks an experienced attorney to supervise the Homicide Panel attorneys. The Assigned Counsel Plan Homicide Panel members represent indigent defendants, providing robust and experienced representation to more individuals charged with homicide than any defender service.

The Supervisory Attorney for Homicide Panel Attorneys is to ensure that all those accused of homicide receive the best possible legal representation from the onset of the case until its conclusion.

The desired candidate will:
-work and communicate with Homicide Panel attorneys providing guidance and legal advice with respect to legal and forensic issues developed during the course of representation;
provide high-quality training, mentoring, and coaching of the Homicide Panel attorneys throughout New York City;
assist in retaining the best and most appropriate experts such as investigators, social workers, mental health professionals, DNA experts, Digital Forensic Analysts;
accident reconstruction experts, medical examiners, and mitigation and sentencing professionals;
observe hearings and homicide trials; and evaluate client services.
Other duties as assigned.

Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
