The Information Technology office is accepting applications for a Data Systems Supervisor II to join the Data Systems unit. Receiving only broad guidance, the Information Systems Supervisor II provides management, supervision, and guidance to the JCC Information Technology Office's Data Systems unit.
The Data Systems team is responsible for day-to-day data integration infrastructure, operations, and support for the Branch Data Warehouse, the Data Analytics/Data Integration program, the Judicial Council, Courts of Appeal, Supreme Court, Superior Courts, and various state and local justice partners. This unit is fundamental in developing required data sets and data integrations for the branch’s various data analytics initiatives, integrations, and reporting requirements.
This position serves a subject matter expert role in the area of assignment, delegation, and technical project oversight for the implementation of new or replacement technologies for the branch. This position ensures that business operations comply with JCC standards, practices, and procedures; develops and implements unit goals, defines clear objectives, and improves customer satisfaction levels as needed. The position also assists in the preparation of the annual IT branch budget and is responsible for reviewing, preparing procurement documents, and approving expenditures.
This Supervisor position will oversee staff and systems that support several critical statewide data and integration platforms within the Judicial Branch. This includes:
• Judicial Branch Statistical Information System (JBSIS): Ensuring the accurate and timely collection, analysis, and reporting of statewide court data.
• Branch Data Warehouse: Overseeing the maintenance and enhancement of centralized data resources to support reporting, analytics, and decision-making.
• Data Integration for the California Court Protective Order Registry (CCPOR): Supporting seamless data exchange processes to ensure timely and secure reporting of protective orders.
• California Disposition Reporting Exchange (CDRE): Managing systems that facilitate the accurate and timely reporting of court disposition information to partner agencies.
• Other Statewide Integrations: Supervising integration efforts that connect court systems with external justice partners, ensuring data consistency, security, and compliance with state and federal standards.
This position plays a vital role in leading teams, enhancing system performance, maintaining data integrity, and fostering collaboration with stakeholders across the Judicial Branch and partner agencies.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
DutiesResponsible for oversight of the day-to-day operations of the Branch Data Warehouse and/or data integration operations and processes with critical impact to the Judicial Council and the branch.
• Oversees the delivery of data systems operations and data integration support for the Judicial Council, District Courts of Appeals, Superior Courts and various state and local justice partners.
• Serves as point of contact and expert for questions, issues, and escalation.
Responsible for operational support functions for data integration and data warehouse.
• Oversees and directs incident management functions, to include the resolution of incidents that affect or may affect service quality and the restoration of IT services to the agreed service levels with minimum impact on business operations.
• Oversees and directs problem management functions, to include identifying, validating, eliminating and controlling errors within data systems unit operations, preventing the recurrence of incidents.
Develops and administers the annual budget for data systems operations with additional one-time implementation funding for various initiatives and new legislation.
• Identifies, prioritizes, and estimates annual budget expenditures.
• Prepares or assists in the preparation of RFPs, RFIs, Budget Concept (BCC), Additional Funds Requests (AFRs), and Budget Change Proposals (BCPs).
Serves as knowledge expert for the data systems operations and data integration unit; represents unit or Information Technology in various technology initiatives.
• Reviews and provides analysis and recommendations regarding function-specific and organization-wide issues.
• Attends required meetings; represents the assigned function area, Information Technology, and judicial branch to outside entities.

Bachelor’s degree, preferably in computer science, management information systems or directly related field, and seven (7) years of relevant information technology experience, which includes at least one (1) year of supervisory experience.
An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Two (2) years in a senior analyst or other level (C43) class, or four (4) years in an analyst or other level (C42) class with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level senior analyst, or four (4) years as an exempt-level analyst, in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
