Job Description

ATF is a law enforcement agency in the U.S. Department of Justice that protects our communities from violent criminals/criminal organizations, illegal use/trafficking of firearms, illegal use/storage of explosives, acts of arson/bombings, acts of terrorism, and illegal diversion of alcohol/tobacco products. Duties

This position is located under the Human Resources and Professional Development (HRPD), Workforce Staffing Division (WFSD), located in Washington, District of Columbia.

The primary purpose of this position is to serve as the Division Chief of the Workforce Staffing Division (WFSD), Office of Human Resources and Professional Development (HRPD), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). As Division Chief, incumbent directs all Staffing and Recruitment actions across the ATF, critical to the human resources programs through subordinate branch chiefs to include but not limited to all Title 5, as well as 1811 Criminal Investigator and 1801 Industry Operations Investigator positions.

As a Supervisory Human Resources Specialist (Division Chief Workforce Staffing), GS-0201-15, your typical work assignments may include:

  • Supervises the human resources management of all staffing and recruitment actions for the Bureau to include but not limited to Title 5, as well as newly onboarding 1811 Criminal Investigator, and 1801 Industry Operations Investigator positions.
  • Recommends, revises and or establishes new policies as required by changes in Office of Personnel Management (OPM) or Department of Justice (DOJ) directives, new legislation, systems upgrades or precedent-setting decisions and other factors etc.
  • Manages the quality review of delegating examining performed by the Department, and Office of Personnel Management (OPM) as well as merit cases to ensure compliance, integrity and accountability of prescribed guidelines.
  • Provides leadership in day-to-day operations and in the formulation of policies, regulations, program requirements, and standards to govern the administration of workforce programs within WFSD.
  • Advises and informs management on the impact of proposed or existing personnel policies and procedures on Bureau programs.
Responsibilities will increase and assignments will become more complex as your training and experience progresses.

  • $163,964 - $191,900/year

Qualifications

To qualify for a GS-15, candidates must also have at least one year of specialized experience equivalent to the next lower grade level of a GS-14.

GS-15 - You qualify if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:

  • Providing HR Advisory service to Management; AND
  • Supervising or managing functional areas within Human Resources; AND
  • Applying knowledge of HR Management regulations, policies and laws in the areas of staffing, recruitment, organization and position management, position classification and performance management.; AND
  • Communicates orally and in writing.

Substitution of education in lieu of specialized experience may not be used for this grade level .
