The essential function of the position within the Office of Budget Services is to provide support in planning and managing the data-related activities associated with the State Courts System (SCS) budget. The position is responsible for overseeing the preparation of the payroll projections, monthly operating budget reports and budget related transaction posting to FLAIR, which include but are not limited to allocations, budget transfers, and legislative appropriations adjustments such as releases, benefit changes, etc. The position also oversees the input of all data into LAS/PBS, including but not limited to, start-up exercises, LBR input, and coordinates completion of Schedule I exercises. The position assists with data-related training and mentors new staff. The position provides trust fund analysis and reporting, staff assistance during legislative session and to the District Court of Appeal Budget Commission (DCABC) and Trial Court Budget Commission (TCBC).

Examples of Work

Assists and oversees development and administration of SCS operating budgets.

Assists with coordination and oversee the preparation of the annual Legislative Budget Request (LBR).

Provides staff assistance to the District Court of Appeal Budget Commission and the Trial Court Budget Commission and their committees.

Completes legislative activities related to the SCS budget.

Coordinates and oversees analyst and data requests made by SCS judicial and support personnel, legislators and their staff, Executive Office of the Governor (EOG) staff, and the public.

Coordinates and oversees completion of administrative tasks. Coordinates and oversees the preparation of payroll projections. Assists in planning and managing human resource activities. Updates the Office of Budget Services Operating Procedures. Performs other duties as assigned.

  • $70,553.48/year
Qualifications

Bachelor’s degree in business administration, public administration, court or judicial administration, finance, accounting, or a closely related field; and

Four years of related work experience in budgeting in a governmental agency, accounting, or other related professional experience.

Additional relevant experience may substitute for the recommended educational level on a year-for-year basis.

Additional relevant education may substitute for the recommended experience on a year-for-year basis, excluding supervisory experience.

Competencies

Knowledge of accounting and auditing principles and procedures.

Knowledge of budget planning and preparation techniques.

Knowledge of the legislative budget process including applicable laws, statutes, rules, and regulations.

Knowledge of the operations, functions, and organization of the Florida State Courts System.

Knowledge of and ability to conduct audits and methods of reviewing, verifying, and analyzing financial data and records.

Knowledge of and ability to apply methods of research, data collection, analysis, and presentation.

Knowledge of basic mathematics.

Ability to conduct fact finding research of present and historical legislative, budgetary, and other financial data.

Ability to analyze, evaluate and interpret financial data.

Ability to provide budgetary analysis and interpretations of allocations to operating divisions.

Ability to prepare and present detailed analyses findings and conclusion in various logical formats such as charts, graphs, and narratives.

Ability to understand and apply laws, rules, regulations, policies, and procedures.

Ability to provide technical assistance relating to budget development, implementation, and control.

Ability to prepare legislative budget requests.

Ability to assess budgetary needs, develop, recommend, and present meaningful or logical budgetary revisions.

Ability to interpret proposed program expenditures.

Ability to develop and implement policies and procedures.

Ability to communicate clearly, concisely, and logically, both verbally and in writing.

Ability to work independently and make independent decisions.

Ability to utilize problem-solving techniques.
