The Paralegal Specialist position is located in Department of Veterans Affairs (VA), in various offices throughout the Office of General Counsel (OGC). The mission is to provide legal advice and services to the SECVA and all organizational components of the Department. The General Counsel is, by statute, the Department's Chief Legal Officer. The Paralegal Specialist works in a para-professional capacity involving the various legal service areas within the Department of Veterans Affairs.
Duties This is a non-bargaining unit position, but eligible to be represented.
Major duties include, but are not limited to the following:
- Provides direct legal services to clients on case and/or program assignments, including, but not limited to, handling, from start to finish assigned case and program work.
- Case development will include, but not be limited to, gathering all relevant facts and information needed for case processing, applying legal authority to the issues presented, interviewing witnesses/claimants and other stakeholders, negotiating settlements/compromises within authority, and managing and prioritizing caseload.
- Performs a variety of case and program assignments with minimum oversight and direction.
- Exercises good judgment in consulting with RLG managers, attorneys, and non-supervisory subject experts when faced with obstacles, novel issues, or complex issues where quality legal service cannot be delivered by following established guidance.
- Utilizes all available research systems and resources in conducting legal and/or factual research and writing on assigned cases and/or programs.
- Provides a wide range of legal support and program services to support OGC management and operations, including maintaining complete and accurate time and case status entries, establishing and conducting follow ups, utilizing various electronic systems for sharing information and processing program work.
- Uses sound judgment in recommending improvements in administrative and program systems, procedures and processes, and provides back up and mentoring support on the systems, procedures and processes used to carry out case assignments and program responsibilities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Demonstrating a practical understanding of legal activities; Prioritizing and managing assigned cases and program duties to meet deadlines and instructions established by attorneys and/or supervisors; Providing effective direct legal service delivery on assigned matters to include fact finding, problem analysis, problem solving, legal writing, and interpreting regulations and policies; Reviewing complaints, claims, and requests along with supporting documentation under close supervision; Maintaining complete and accurate time and status entries in case management systems; Accessing and obtaining factual and legal information from available electronic systems and research sources; Reviewing subject matter and details of cases and assignments to develop basic knowledge and expertise of applicable law, policies and practices. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of both experience and education as shown above. Applicants with Superior Academic Achievement on their Bachelor's Degree may use all graduate level education when combining education and experience to qualify for this position. NOTE: Both the Bachelor's and Graduate Degree Transcripts must be submitted with the application package. Otherwise, ONLY Graduate education in excess of the first full year may be used to qualify applicants for positions at grades GS-9.

To compute this, first determine your total qualifying experience as a percentage of the experience required for the grade level; next determine your education as a percentage of the education required for the grade level; and then add the two percentages.
