This position serves as a Deputy Director in the Office of Equal Employment Opportunity (OEEO), Office of the General Counsel. The position assists in directing and administering the NLRB's EEO Program, ensuring compliance with Federal EEO laws, EEOC regulations, and management directives. The incumbent supervises day-to-day office operations, advises on EEO matters.
DutiesAs a Deputy Director (EEO), GS-0905-15, your typical work assignments may include:
- Leading, directing, and evaluating the Agency's Equal Employment Opportunity (EEO) Program, including identifying systemic barriers, developing Agency-wide EEO strategies, recommending corrective actions, and ensuring compliance with Federal civil rights laws, EEOC regulations, and management directives.
- Providing expert legal advice and supervision regarding EEO complaint processing, investigations, settlement negotiations, final agency decisions, and regulatory compliance matters arising under Federal EEO laws and EEOC regulations and management directives.
- Planning, organizing, directing, and evaluating the work of OEEO staff and collateral duty EEO personnel, including providing technical guidance, reviewing work products, ensuring regulatory compliance, planning and directing Agency observance events as part of the Agency's affirmative employment program, and overseeing day-to-day office operations in the absence of the Director.
- Analyzing workforce data, personnel practices, and organizational policies to identify systemic equal employment opportunity issues, and develops recommendations for program improvement.
- Conducting and overseeing complex EEO counseling and complaint investigations, negotiating settlements, preparing investigative reports and legal analyses, and collaborating with Agency leadership, legal counsel, union representatives, and external stakeholders regarding sensitive EEO matters.

BASIC REQUIREMENT
Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application.
Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. MINIMUM QUALIFICATIONS
Applicants must possess one year of specialized experience equivalent to the GS-14 grade level in the Federal service that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Attorney Advisor (General), GS-0905-15.
Specialized experience includes:
- Experience leading, directing, or evaluating Equal Employment Opportunity (EEO) programs, policies, or initiatives involving Federal civil rights laws, EEOC management directives and regulations, and workforce equity or compliance matters; and
- Experience providing legal advice and oversight regarding EEO complaint investigations, settlement negotiations, final agency decisions, regulatory compliance, and employment law matters; and
- Experience supervising or providing technical direction to professional staff performing EEO, legal, investigative, or compliance-related work, including assigning work, reviewing work products, and ensuring compliance with applicable requirements; conducting training on EEO program or related issues; and
- Experience analyzing workforce data, personnel policies, organizational practices, or program operations to identify systemic issues, barriers, or compliance risks and develop corrective recommendations or action plans; and
- Experience conducting or overseeing complex EEO complaint investigations, preparing investigative reports or legal analyses, and reaching resolutions involving sensitive or high-profile employment matters.
