
- Job Summary
Practices civil or criminal law for Texas County or District government, with emphasis on government procurement laws and practices, county finance (assessment of taxes, selection of depository, budget process, payment of claims, collateral and cash investment, and economic development), risk management programs including self-funded coverage and procurement of commercial insurance coverage, assistance with human resources policy documentation including deferred compensation, health, and other benefits and matters associated with accounting, external auditing, and federal taxation.
DISTINGUISHING CHARACTERISTICS:
This is the seventh in a series of seven attorney-related job classifications within the Attorneys job family. This classification handles cases and matters that are the most complex and that may result in the most severe consequences without supervision.
- Duties and Responsibilities
Attends Commissioners Court meetings.
• Presents analysis of contracts, policies and laws.
• Performs legal research. Searches resources and studies legal records and documents to obtain information applicable to case or issue under consideration.
• Drafts and negotiates complex contracts between the County and providers of depository banking services, recordkeeping for deferred compensation, bond counsel and financial management services, external auditing, aviation insurance, and special high technology purchases.
• Drafts contracts, briefs, motions, orders, and other legal documents, as well as correspondence and reports.
• Oversees the creation and issuance of legal documents, including contracts, motions, orders, official policies and other related documents.
• Performs other job-related duties as assigned.
Preferred:
• Experience with county finance, including Local Government Code chapters on budget, elected officials’ salaries, depository contracts and economic development; Tax Code and assessment of taxes, Government Code related to judicial compensation, public funds investment and collateral for public funds.
• Experience with federal and state laws related to human resources including the Family and Medical Leave Act, Drug Free Workplace, deferred compensation authorization and limits.
• Experience with authorization for risk management programs in Local Government Code and Government Code.
• Experience with accounting processes, including relevant laws, regulations and industry standards.
• Experience with civil service for Sheriff’s officers.
• Knowledge of Public Information Act and Open Meetings Act.- Minimum Requirements
Education and Experience:
Attorney V: J.D./LL.B. from an accredited law school AND six (6) years licensed attorney work experience. Salary range starting at $104,312.44.
Attorney VI: J.D./LL.B. from an accredited law school AND eight (8) years licensed attorney work experience. Salary range starting at $111,626.45.
Attorney VII: J.D./LL.B. from an accredited law school AND ten (10) years licensed attorney work experience. Salary range starting at $119,443.78.
Licenses, Registrations, Certifications, or Special Requirements:
Licensed to practice law in the State of Texas.

Knowledge, Skills, and Abilities:
Knowledge of:- Jurisprudence, criminal and civil law and procedures, including constitutional and statutory law.
- Federal, State, Local and County applicable laws, rules, regulations and guidelines.
- Commercial law and practices pertaining to business-to-government transactions.
- Methods and practices of pleading cases and of effective techniques for presentation of cases in court or to effectively present facts and precedents verbally and in writing in law related matters, Policies, practices, procedures and legal terminology related to court system.
- Computer equipment to include word processing, spreadsheets, databases and a variety of software packages.
- Business letter writing, grammar and punctuation, and report preparation.
- Texas state and local government procurement laws and practices, including but not limited to the County Purchasing Act, the Interlocal Cooperation Act, and cooperative contracts involving other state and local governmental entities.
- Laws, regulations and industry standards pertaining to county finance insurance, accounting and federal tax information.

- Work Environment & Other Information
Physical requirements include the ability to lift/carry up to 25 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions.
