JOB SUMMARY

Under the direction of the County Attorney and the Chief Deputy Attorney, the Assistant County Attorney - Division Manager is responsible for the direct management of one of the three separate divisions within the Carver County Attorney's Office. Responsibilities include providing services of Assistant County Attorneys; supervising employees; overseeing distribution of case assignments; developing division policies; and advising management team of legal issues. 

This position will oversee the Civil division of the Attorney's Office.

Upon successful completion of necessary training, this position is eligible for partial remote work.

TYPICAL DUTIES AND RESPONSIBILITIES

•Reviews cases and assigns caseloads across the division in accordance with the complexity of the issues, office policies and procedures, demands of the case, and to assure a fair distribution of the workload across the division. Assumes responsibility of taking on own caseload and reviewing cases and legal information to determine appropriate legal actions on behalf of the State, County, or municipality.

•Directs and oversees legal staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

•Develops procedural and operational policies and guidelines within the division consistent with the goals and objectives of the County Attorney's Office.

•Responsible for participating in the interview and selection process of new employees, establishing work tasks and assigning employees to perform them, training employees, providing guidance and constructive criticism regarding work performance, approving vacation and sick leave requests, approving timecards, representing Carver County at step one grievances.

•Represents the County, State or municipalities in court proceedings, legal proceedings or administrative hearings including all levels of criminal, civil or juvenile proceedings as assigned.

•Serves as the primary liaison with other county divisions and outside agencies in matters pertaining to division assignments. Responsible for training of division staff. Coordinates, advises and/or trains social services, law enforcement, human services, or other employees and agencies on matters of law or significant legal issues or trends that impact operations and procedures. Respond to general questions of the public concerning legal issues and provide constituent service as assigned by the County Attorney.

•Drafts and prepares various legal documents including letters, stipulations, affidavits, briefs, complaints, legal memoranda or other documents necessary in pending legal actions, including post conviction relief. Drafts and argues appellate issues before the Minnesota Court of Appeals and the Minnesota Supreme Court.

• Advise and consult with the County Attorney and the Chief Deputy County on sensitive issues requiring strict confidentiality.

•Performs other duties of a comparable type and level, as assigned.

MINIMUM QUALIFICATIONS

• Juris Doctoral degree in law from an accredited law school
• Licensed to practice law in the State of Minnesota
• Six years of paid work experience as an Assistant County Attorney or equivalent experience as a practicing attorney
• A valid Minnesota Drivers License


Preferred Qualifications:
• Two years of demonstrated leadership/supervision of attorneys, law clerks, or paralegals

SCORED EXAMINATION PROCESS

All applications will be screened for minimum qualifications, scored and ranked. The highest ranked candidates meeting minimum qualifications will be recommended for the scored oral examinations (interviews). Final selection for the position will include successful completion of oral interview(s), reference checks and background investigation, including CJIS fingerprinting.
