THE STARTING SALARY FOR A NEW HIRE TO THIS POSITION IS LIMITED TO $48,714 to $49,426. Salary offers for the selected candidate are based on the candidate's education and experience related to the position, as well as our agency budget and equity.

This paralegal is part of a group that will provide paralegal support to the Medicaid Investigations legal division with legal tasks related to Medicaid provider fraud and abuse investigations and prosecutions.

  • Tracks and monitors criminal and civil referrals.

  • Tracks and monitors open criminal and civil investigations.

  • Tracks and monitors civil settlements.

  • Tracks and monitors criminal and civil recoveries.

  • Prepares monthly, quarterly, annual and legislative case reports.

  • Ensures compliance with the National Practitioner Data Bank.

  • Responds to inquiries.

  • Helps maintain the Division's case management system.

  • Provides legal research and trial and pretrial assistance to Division attorneys.

  • Prepares, reviews, and organizes discovery documents, exhibits, and trial notebooks.

Division Information:

The Medicaid Investigations Division is a law enforcement and prosecution organization primarily responsible for investigating and prosecuting medical assistance provider fraud. Included in the activities of the Division are the detection of fraudulent schemes by Medicaid providers, targeting of potential defendants, field investigation of suspects, search and seizure of evidence of illegal activities, maintaining custody of evidence, arrest, pretrial case preparation, prosecution of criminal and civil actions in state and federal courts, post-trial sanctioning, and recovery of criminal fines, civil penalties, and restitution.

Qualifications

Knowledge, Skills and Abilities / Competencies

  • Ability to develop a thorough knowledge of the following:

    • the laws and regulations pertaining to health care, particularly those relating to the Medicaid program.

    • the rules and regulations pertaining to Medicaid reimbursement and the administrative operation of healthcare facilities and professional medical offices.

    • the legal principles and techniques of conducting criminal investigations.

    • the federal and State criminal and civil laws relating to fraud by healthcare providers.

  • Ability to assist Attorneys in examining and analyzing all types of medical and business records and presenting the findings to courts and juries orally and in writing.

  • Ability to summarize legal research, facts and evidence and to prepare legal instruments and communicate clearly and logically in oral and written form.

  • Ability to communicate effectively with attorneys, medical professionals and consultants, federal and State administrators, administrative staff with the Department of Justice, and the general public.

Minimum Education and Experience Requirements

Graduation from an appropriately accredited institution for paralegal training,
or Bachelor s degree from an appropriately accredited institution and one year of substantive paralegal experience,
or High school or General Education Development (GED) diploma and five years of paralegal experience performing delegated, substantive legal work,
or an equivalent combination of education and experience.
