GENERAL STATEMENT OF DUTIES
This classification performs variety of legal function requiring specialized knowledge of legal procedures and documents associated with the establishment, enforcement, and/or modification of child support orders and obligations. EOE, Veterans Preference.
SUPERVISION RECEIVED
This position works under the general supervision of the District Attorney or his/her designee who periodically reviews the work for adherence to the appropriate policies and standards.
SUPERVISION EXERCISED
Supervision of other employees is not normally a responsibility of positions of this classification.

- Essential Functions
EXAMPLES OF PRINCIPAL DUTIES
(The following description of duties may not be all inclusive and other duties may be assigned at the discretion of management).
- Investigates non-support inquiries, prepares cases, interviews custodial and non-custodial parents and locates non-custodial parent.
- Initiates legal mandates for child support.
- Receives and processes referrals for location of non-custodial parents in non-support claims using State, Federal and other sources.
- Uses administrative process and/or legal referral for the establishment of child support and/or medical support orders.
- Initiates enforcement action on non-paying child support cases by drafting and preparing initial legal documents on pleadings, warrants and orders often of confidential nature from brief verbal instructions, research and personal knowledge.
- Reviews and seeks case modifications by contacting custodial and non-custodial parents, filing orders and issuing income withholdings.
- Prepare and submit quarterly reports in accordance with Federal and State rules and regulations.Evaluates non-custodial parent’s income and expenses to compute child support obligation including reviewing Internal Revenue Service and State Tax listings.
- Initiates and receives telephone and written inquiries from custodial and non-custodial parents, attorneys and employers regarding cases.
- Prepare physical files with all required information included; ensure completeness and readiness when needed; maintain associated master files and records.
- Assist public in person and by telephone, answering inquiries and interpret policy and procedure.
- Prepare and submit annual budget.
- Regular physical attendance at the employer’s facility is required.
- Qualifications
QUALIFICATIONS
Four years clerical experience of a progressively responsible nature or a satisfactory equivalent combination of experience and training.
- Knowledge, Skills & Abilities
KNOWLEDGE, SKILL AND ABILITIES RQUIRED BY THIS POSITION
Thorough knowledge of: enforcement and collections of child support procedures; modern legal office practices, procedures, documents, terminology, phrases, business English, grammar and composition; considerable knowledge of statutes, rules and regulations governing legal processes of a District Attorney’s Office; considerable knowledge of recordkeeping and reporting; reasonable knowledge of law enforcement and criminal justice source and resource agencies.
Skill in:the use of modern office and computer equipment; typing rapidly and accurately; processing information.
Ability to: independently conduct departmental research and prepare legal reports and correspondence; establish and maintain records, reports and statistical data; communicate effectively both orally and in writing; make decisions independently in accordance with established policies and to use initiative and judgment in carrying out tasks and responsibilities with general instruction and guidance; meet and deal effectively with other employees, parents, attorneys, outside agency personnel, law enforcement officials and the public.
GUIDELINES
All work is performed within departmental policy and procedure; Federal, State and County rules and regulations; Oregon Revised Statutes; Oregon Administrative Rules; child support regulations; court regulations and procedures; criminal and civil codes; numerous legal reference materials and manuals; various dictionaries and secretarial handbooks. The employee uses considerable judgment, initiative and experience to interpret and choose between alternatives.
PERSONAL CONTACTS AND PURPOSE OF CONTACTS
Contacts are with co-workers, court personnel, County departments, law enforcement officials, Federal and State agencies, attorneys, clients and the public to resolve issues, to provide service and to give or exchange information.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Work is performed in an office environment and is generally sedentary; however may require bending, climbing, kneeling, lifting up to 25 pounds, pulling, pushing, standing and walking.
