SUMMARY OF ESSENTIAL DUTIES: Under the direction and supervision of the Lucas County Child Support Enforcement Agency Fiscal Supervisor or designee; the Account Clerk Specialist is responsible for but not limited to a variety of accounting transactions and makes the necessary mathematical computations for updating and maintaining of records as well as to track various accounts and assist clients, attorneys, court, outside agencies and CSEA personnel with the handling of these cases. In addition, the incumbent will perform various administrative duties as directed, reviews, updates and computerizes Court Orders, audits, emancipations, makes decisions, handles problems and determines priorities according to standard operating procedures.



Responsibilities

In addition, the incumbent will perform various administrative duties as directed, reviews, updates and computerizes Court Orders, audits, emancipations, makes decisions, handles problems and determines priorities according to standard operating procedures.



Qualifications

MINIMUM QUALIFICATIONS

Associate degree from an accredited college or university in Accounting, Mathematics, Legal or related field plus one (1) year of proven experience performing increasingly complex and progressively responsible clerical and mathematical duties. Analytical skills are a must. The ability to work independently and maintain accuracy is essential. Must possess a valid driver’s license and maintain a driving record that meets Lucas County insurability standards. 

Three (3) years of documented related work experience with the above-mentioned skill set may be considered in lieu of a degree. 

SKILLS

Interviewing;

Know every aspect of the department and be able to perform any assigned duty;

Oral communications;

Organization;

Performing computer operations (e.g., Ohio Benefits, SETS, Outlook, Smart Remote, Smart Image Viewer, Word, Excel, EDMS, and other related software on the State computer system);

Typing/Data entry/word processing;

Willing to take on challenges not described above as requested by management within the Agency or from outside of the Agency;

Will remain current/up to-date with all changes and new procedures that affect the Agency.

Operation of small office machinery (e.g., fax, calculators, photocopier).

ABILITIES

Ability to work alone with little or no supervision and make adjustments to situations as they arise.  Expeditiously process all work on time, and as assigned.

Ability to assist client walk-ins.

Ability to assist clients via telephone.

Ability to respond in writing to clients, attorneys etc.

Ability to complete and process complex court orders.

Ability to complete complex audits including offset cases.

Ability to assist Agency personnel with questions and explanations.

Ability to perform multiple participant emancipations for cases.

Ability to perform the necessary steps for a change of custody.

Ability to work C.S.B. and IVE cases and understand how to properly add to SETS.

Ability to use Ohio Benefits proficiently and understand pertinent screens.

Ability to use EDMS and OnBase.

Ability to use court programs proficiently and understand pertinent screens.

Ability to use and fully understand SETS financial screens.

Ability to work on complex cases from start to finish.

Ability to take instructions from supervisor and perform specific tasks that may be inconsistent with normal operating procedures.

Ability to perform provisional audits for the courts and legal staff.

Ability to utilize all resources that are available to you.

Complete forms/reports;

Comprehend written material;

Explain legal or technical material to others;

Extract information from various sources;

Gather, collate and summarize data;

Handle contacts with outside Agencies;

Listen for problems or issues and provide responses or explanations.

Maintain accurate records;

Perform intermediate mathematical operations (addition, subtraction, multiplication, and division of fractions, decimals, and percentages);

Perform a wide variety of interrelated or nonstandard procedural assignments;

Prepare correspondence;

Process legal documents for presentation in court;

Type information into computers;

Use computers (e.g., Ohio Benefits, SETS, Outlook, Word, Excel, Smart Remote, Smart Image Viewer and other related State software).
