This position is located in the Workforce Systems Branch (WSB), Workforce Analytics and Systems Division, Office of Human Resources and Professional Development (HRPD). The Workforce Analytics and Systems Division consist of two branches, the Workforce Systems Branch and the Workforce Planning & Analytics Branch.
Duties
- Plans, directs, schedules, and supervises work performed by the Workforce Systems Branch.
- Develops and implements procedures for providing Bureau-wide personnel staffing, payroll, training, and personnel support systems.
- Coordinates, develops, researches, and evaluates customer issues.
- Manages help desk support for personnel systems and directs and monitors reporting.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Minimum Qualifications
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
To qualify for this position at the GS-14 grade level, candidates must meet the following specialized experience by the closing date of this announcement. EXPERIENCE: Candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS-13) (obtained in either the public or private sectors). This experience must include all of the following:
- Experience managing operational capabilities, report generation, and communication for personnel and training systems; AND
- Experience developing and implementing procedures for personnel staffing, payroll, and training support systems; AND
- Experience developing and refining policies and procedures to improve automated personnel systems.

- Duties Performed and Accomplishments: Provide a targeted list of responsibilities and measurable achievements. This section must directly mirror and provide evidence of the specialized experience outlined in the qualifications section of this announcement. Use action-oriented, quantifiable bullets to demonstrate your mastery of the required skills.

- Submit a copy of your most recent performance appraisal and SF-50 showing current/former position, grade, promotion potential, and duty location OR Certification of Expected Separation, Reduction-In-Force Separation Notice, or Notice of Proposed Removal;
