Position Summary
Senior Counsel is a mid-level position working under the direction of a managing attorney on complex legal issues which require the application of specialized expertise. Senior Counsel addresses legal matters arising out of the daily functions of the Company with limited supervision and guidance.
Responsibilities
Provides counsel to corporation on nuclear regulatory matters to ensure compliance with federal regulations
Interprets federal laws, Nuclear Regulatory Commission regulations, and Nuclear Regulatory Commission guidance documents issued by the Nuclear Regulatory Commission that are applicable to nuclear plant operation
Stays abreast of legal developments, regulatory changes and court interpretations
Participates in and provides legal advice, as needed, on subsequent license renewal and new nuclear activities
Advises on issues associated with nuclear plant decommissioning activities
Advises on nuclear licensing actions associated with operating nuclear reactors
Advises on issues relating to nuclear fuel contracts
Provides counsel and participates in investigations related to deliberate misconduct, employee protection violations, safety culture concerns, and disciplinary actions
Prepares responses to Department of Labor Section 211 nuclear whistleblower complaints
Provides training to nuclear fleet personnel on topics such as Safety Culture, Safety Conscious Work Environment, and Employee Protection
Provides support to Nuclear Human Resources and the Employee Concerns Program
Reviews and approves proposed employment actions through the company’s Employee Review Board process
Basic/Required Qualifications
At least five three (3) years of experience practicing law in the area of nuclear regulatory law, environmental law, employment law, regulatory law, or litigation
Doctor of Jurisprudence degree from an accredited law school
Licensed to practice law in North Carolina or Licensed to practice in any state in the US or District of Columbia and eligible for comity
Desired Qualifications
At least five (5) years of experience practicing law in the area of nuclear regulatory law
Experience working directly with or partnering with the NRC
Working knowledge of the Atomic Energy Act
Previous experience handling investigations or litigation matters
Strong verbal communication skills
Sound judgment and decision-making
Ability to manage multiple complex matters simultaneously
Ability to take initiative and work independently
Ability to comprehend and analyze technical issues associated with regulatory compliance
Experience interacting with Federal agencies on compliance matters
Ability to work as a part of a team of other lawyers and business people
Proven effective communication, research, and writing skills
Working Conditions
Hybrid – Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to the designated Duke Energy facility.
