GENERAL DESCRIPTION:

 We are currently seeking an experienced attorney to serve as a section supervisor in our Casper branch.  This role involves supervising and mentoring a team of attorneys and a paralegal while providing legal representation for various state agencies including the Department of Workforce Services and numerous licensing boards and commissions.  Responsibilities include handling administrative cases, civil litigation, trial and appellate assignments—including complex or high-profile cases—and providing general agency advice. You will also review administrative rules, advise on statutes and procedures, and evaluate legislation for the Governor and agency clients.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function performed at the job level.



  • Provide legal advice to the various agencies within the State of Wyoming on a day-to-day basis.
  • Supervise and manage the attorneys and paralegals in the section, including assigning cases and monitoring workload.
  • Review and advise agency personnel in responses to inquiries, complaints, and other communications.
  • Conduct legal and other research.
  • Present legal conclusions and advice in various formats, including legal documents, oral presentations, and formal and informal legal opinions.
  • Handle appeals of various matters.
  • Draft legal documents, including complaints, answers, memoranda of law, briefs, and discovery, and drafting and editing agency rules.
  • Consult with the division deputy on legal strategic decisions on cases.
  • Confer and collaborate with other attorneys to formulate plans, policies, or strategies.
  • Provide input on case assignments.
  • Use specialized legal skills, knowledge, and experience to plan actions, devise strategies, resolve problems, and formulate legal questions, explanations, positions, and responses.
  • Review administrative rules and regulations.
  • Advise agency clients about relevant statutes and administrative procedures.
  • Receive and provide training necessary to stay up to date on all aspects of relevant law.
  • Provide assistance to clients and other staff attorneys with legal questions.
  • The ability to manage, mentor, and develop diverse individuals both personally and professionally. The applicant should bring enough experience to the position to feel comfortable counseling multiple attorneys on a wide range of substantive and procedural issues in federal and state forums.

Qualifications

KNOWLEDGE, SKILLS,  ABILITIES: 
 

The following categories of knowledge, skill, and ability are preferred:

  • Knowledge of substantive and procedural law of state and federal courts and administrative agencies.
  • Knowledge of the technical requirements of the law of evidence and procedure. 
  • Knowledge of political and legislative processes.
  • Knowledge of statutory requirements affecting the conduct of public business by state agency clients.
  • Knowledge of trial and appellate practice, administrative law, and civil procedure.
  • Skill in legal research, including drafting legal memoranda and briefs, presenting results and conclusions in an advocate's position.
  • Skill in organizing ideas and legal principles in clear and concise oral and written presentations.
  • Skill in assessing legal strengths and weaknesses of the client's position and negotiating or litigating relative merits.
  • Skill in public speaking and case presentation. 
  • Skill in writing clearly and concisely.
  • Ability to anticipate problems and prepare for them.
  • Ability to isolate and organize multiple issues and present each clearly.
  • Ability to ask questions, discuss legal issues, and talk with people.
  • Ability to manage large amounts of information and analyze for legal impact. 
  • Ability to organize ideas and legal principles in clear and concise oral and written presentations.
  • Ability to litigate civil actions and take them through appeal, if necessary.
  • Ability to prioritize and re-prioritize tasks as necessary.


MINIMUM QUALIFICATIONS:



Education:

Juris Doctorate


Experience:

7+ years of relevant legal experience. Has recognized expertise in at least one area of law.


Certificates, Licenses, Registrations:

Requires membership in the State Bar as an attorney qualified to practice law in the State of Wyoming.

  • FLSA: Exempt
  • If you are not currently admitted to the Wyoming State Bar, you will need to subsequently get admitted to the Wyoming State Bar.
  • This position is at-will and is appointed by and serves at the pleasure of the Attorney General (W.S. 9-1-608)
  • Salary is commensurate with relevant legal experience.
  • Successful applicants are required to pass a criminal background investigation.
