    242 day contract, M-F, 8 hours per day

    TITLE: Executive Director Student Services-Special Education and Legal Compliance

     

    QUALIFICATIONS:

     
    1. Holds a valid appropriate Kentucky certificate for the position
    2. Has three years experience in Special Education and working with federal programs  
    3. Is thoroughly knowledgeable of IDEA as amended and of all related administrative regulations and federal programs including Title I, Title II, Title IV, Title VI, Title VII, Title IX, ADA and Section 504
    4. Is thoroughly knowledgeable of KERA Preschool Program  
    5. Has demonstrated ability to communicate and work effectively with parents, staff, students and community
     

    REPORTS TO: Superintendent

     

    JOB GOAL:  Assist the Superintendent in the complete administration of the entire school program including federal programs and student services.

     

    RESPONSIBILITIES:

     
    1. Supervise the organization and administration of Special Education and psychological services
    2. Supervises and administers Federal programs for District  
    3. Acts as Title IX compliance officer for the District
    4. Supervise the organization and administration of student services of English as a Second Language, Gifted and Talented, Homebound and Preschool  
    5. Supervise the organization and administration of Title I
    6. Assures development, implementation of Title II, Title IV, Title IX, Section 504, Title VI, Title VII, and ADA policies and procedures  
    7. Oversees annual compliance reviews of Title II, Title IV, Title IX, Section 504, Title VI, Title VII, and ADA at building and District levels as well as resulting corrective action plans as needed
    8. Responds to complaints of Title II, Title IV, Title IX, Section 504, Title VI, Title VII and ADA and begins grievance process if informal resolution is not reached  
    9. Contributes to the development of the total school philosophy of education
    10. Provides leadership in establishing new programs and developing improved understanding of existing programs  
    11. Assist in recruitment and selection for hiring of Special Education, ESL, Preschool, Gifted and Talented personnel
    12. Compile, maintain, and file all reports, records, and other documents legally required or administratively useful  
    13. Administer and manage IDEA budget and provide expenditure control on established federal and state budgets for Special Education
    14. Supervise the purchasing of equipment and educational materials through federal funds  
    15. Attend meetings, seminars and conferences at local, regional, state and national levels pertaining to the areas of federal programs
    16. Monitor federal programs administered by other administrators  
    17. Study all federal legislation projects and programs for the possibilities and opportunities they offer for educational grants, entitlements, and allocations relevant to the needs of the District
    18. Obtain information, data, and application forms to fulfill the requirements of application for federal and special state funds  
    19. Assume responsibility for evaluating all federally funded projects in operation in the District
    20. Provide staff leadership to ensure understanding of and promote the educational objectives of the District and plan and administer programs of in-service educational activities for instructional personnel  
    21. Perform such other tasks and assume such other responsibilities as assigned by the Superintendent
    22. Evaluate all personnel under direct supervision
