Bureau of Alcohol, Tobacco, Firearms, and Explosives See More Job Openings by This EmployerThe Financial Management Accounting Branch is responsible for the Bureau's accounting management policies, custodial revenue accounting, processing and managing a large volume of collection transactions, reconciling of general and subsidiary ledgers, processing various commercial payments daily, certifying disbursements and internal and external financial reporting requirements.
Duties
- Reviews, approves, and certifies accounting transactions and reconciliations to ensure proper documentation, accuracy, and adherence to internal controls and Generally Accepted Accounting Principles (GAAP).
- Agent Cashier (Imprest Fund Management) - Coordinates with field offices, program staff, financial management personnel, and leadership to resolve discrepancies, obtain supporting documentation, and ensure timely submission of financial data.
- Prepares and reviews reports, correspondence, and briefings related to accounting operations for management review and decision-making.
- Assigns work, establishes priorities, and monitors workloads to ensure operational deadlines and performance standards are met; redistributes work as necessary to address changing priorities or staffing levels.
- Supervises accounting operations staff responsible for accounts receivable, cash management, reconciliations, deposits, adjustments, and financial reporting, ensuring work is accurate, timely, and compliant with federal regulations and agency policy.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. Basic Requirements
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Minimum Qualifications
To qualify for this position at the GS-14 grade level, candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-13) by the closing date of this announcement.
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
Specialized experience must include all of:
- Supervising or leading a staff in accounting functions; AND
- Directing and reviewing day to day accounting operations, including accounts receivable reconciliations, deposits, disbursements, and CARS (Central Accounting Reporting System) transaction reporting; AND
- Ensuring accuracy and compliance with federal regulations, internal controls, agency guidance, and audit requirements; AND
- Responding to internal and external audit findings and implementing corrective actions to address deficiencies.

- A copy of your most recent performance appraisal and SF-50 "Notification of Personnel Action" noting current position, grade/band level, promotion potential, and duty location.
