Summary
Under general supervision of the Judges this position in the County Courts at Law will perform legal specialized duties primarily in matters of these courts. The duties include conducting routine legal research for the Judges, performing initial review and analysis of briefs and other legal filings, monitoring hearings and trials on complex cases, preparing draft orders communicating with the attorneys of cases before the Courts, assisting the Judges and Court staff with management of the Judges’ (schedules (docket control, mandatory Board meetings, continuing judicial education), preparation of hearings and trials, internal and external document management, implementations of amendments to Local Court rules and standing orders, compliance with statutory reporting and other requirements and maintenance of the Courts’ library materials. These duties will also include administrative and clerical support functions as assigned. This position will assist the Administrative Judge and Courts’ Administrator in satisfying legal obligations. This position affects the timeliness, accuracy, reliability, and acceptability of Courts’ fulfilling their duties and responsibilities.This position serves at the pleasure of current elected officials.- Responsibilities
- Leads the establishment of policies and procedures for the DWI Court, the programs’ s components and timing, participation requirements, and determinants of success.
- Assists County Court as Law #1 in establishing a DWI Court.
- Writes and edits grant applications and compiles and completes required statistical analysis and submits reports to grant funding agencies, including the Criminal Justice Division of the Texas Governor’s Office, or, alternatively, coordinates with county grant writers and auditors to ensure compliance with grant funding requirements.
- Communicates, collaborates, and interacts with community stakeholders to ensure timely, effective, and efficient support to the DWI Court and services from the stakeholders.
- Establishes management and supervisory procedures including compliance monitoring and staff development to ensure employees follow federal, state, and local government policies and procedures, and specialty court best procedures.
- Communicates, collaborates, and interacts with Judges, Prosecutors, Defense Attorneys, Psychiatrists, Therapists, and Jail staff to ensure timely, effective, and efficient services.
- Supervises the DWI Court training to the public, law enforcement, local bar associations, and veteran organizations as needed.
- Develops report forms and screens procedures, participants goals, consent forms, and other administrative material essential to program functioning.
- Conducts case management quality assurance and ensures compliance with social services policies, best practices, and delivery procedures.
- Develops new systems to ensure effective and efficient service delivery and performs related duties as required. Oversees compliance with applicate State and federal laws or guidelines and department policies and procedures.
- Supervises budget development and monitors fixed asset and supply inventories.
- Conducts legal research on issues before the Courts and on issues relating to the Courts’ oversight of the County Clerk’s Office.
- Performs as a liaison between the Courts and the County Clerk’s Office, the Criminal District Attorney’s Office, and any other officials as assigned.
- Redacts or reviews redactions in confidential records filed in the Courts.
- Assists with training and use of online legal research tools and case management programs.
- Assists with managing the Courts’ calendaring system.
- Coordinates and schedules hearings with counsel for opposing parties.
- Establishes and manages computerized and paper filing system.
- Drafts and proofreads letters and memoranda.
- Performs other duties as assigned.
- Education and/or Experience
- Required bachelor’s degree, AND
- Certificate in Paralegal Studies, or the equivalent such as: master’s degree in legal studies, OR in the process of obtaining a paralegal certificate or master’s degree
- Two years of experience in the legal profession as a paralegal. preferred.
- Other Qualifications, Certificates, Licenses, Registrations
- Class C driver’s license.
- Must have an acceptable criminal history background (generally, Class C offenses only).
- Paralegal certificate or related education or experience preferred.
- $53,688 - $58,666/year
