Job Description

At the Civil Rights Department (CRD), an Attorney IV independently performs work involving emerging areas of law, legal specialization, and the most complex, difficult, and sensitive assignments. The incumbent is an expert in the most complex areas of the law enforced by the Department. An Attorney IV does not supervise lower-level attorney staff but may act in a lead capacity.

Hire Above Minimum Information:
The Attorney IV qualifies for a Hire Above Minimum (HAM). The starting salary will be $12,925.00.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience drafting and/or analyzing legislation and/or regulations
  • Experience with the California legislative and regulatory processes, including the Administrative Procedure Act
  • Experience with the Bagley-Keene Open Meeting Act
  • Experience with the California Fair Employment and Housing Act, the Unruh Civil Rights Act, Government Code section 11135, the Ralph Civil Rights Act, and other laws enforced by the Department
  • Experience with civil rights litigation in employment, housing, or public accommodations
  • Experience with the Department’s complaint process
  • Excellent research and investigative skills and analytical abilities
  • Outstanding oral and written communication skills, including the ability to communicate with different types of people in different roles
  • Strong initiative and work ethic
  • Detail-oriented
  • Ability and desire to learn new areas of the law and procedure
  • Ability to be organized, multi-task, and meet deadlines

Department Information

The California Civil Rights Department (CRD) enforces the state’s robust civil rights laws, including the Fair Employment and Housing Act, the Unruh Civil Rights Act, the Disabled Persons Act, the Ralph Civil Rights act, and the Trafficking Victims Protection Act.

CRD has jurisdiction over complaints against public and private entities operating in California. With offices in six locations throughout California, CRD receives, investigates, and initiates individual and systemic discrimination complaints. CRD litigates individual, class, group and systemic cases in all California jurisdictions, including state and federal courts. It leads education and outreach efforts to stakeholders and the public, and has an active regulatory and legislative program.


This position is hybrid and will require scheduled in-office days to be established with your supervisor in accordance with Department policy.


Candidates who reside outside of the State of California may be admitted to the job interview. However, upon job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded.
