We currently have an opening for a Privacy Risk and Program Manager

This position is designated Statutory Exempt and is exempt from the State Human Resources Act

The Privacy Risk and Program Manager provides coordination, administration, and support for privacy and AI risk assessment, management, consultation, and guidance functions that support state agencies. The position works in coordination with state agencies, privacy staff, embedded privacy officers, and other stakeholders to meet privacy, data protection, and AI risk management requirements and industry best practices. This position is considered an expert in privacy, data protection, data governance, and risk management and will use and apply the knowledge of various frameworks and technologies to help the State meet its business requirements in a manner that ensures information privacy, data protection/security and identifies and manages risks. This position manages and executes multiple projects and resources.

Duties include, but are not limited, to:

• Leads privacy and data protection risk assessment and management including working closely with agencies’ privacy officers, security officers, enterprise security staff and others to timely perform risk assessments and mitigate risks to data privacy.
• Under the direction of the Chief Privacy Officer, plans, develops, and implements privacy program objectives and goals to ensure policies, guidance, and procedures comply with all applicable state and federal privacy legislation, regulations, and guidance.
• Provides daily supervision and mentorship of subordinate staff including establishing performance plans, conducting performance evaluations, coaching, and counseling as necessary.
• Supports implementation and use of department-wide privacy governance, risk, and compliance (GRC) solutions.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

• Demonstrated knowledge of guidelines and/or laws related to privacy and data protection e.g., NIST, OMB, OECD, preferably also including AI standards
• Demonstrated program or project management experience such as developing a long-term strategy consisting of multiple smaller projects, defining program strategy, and/or defining metrics
• Privacy and/or security risk management experience which typically includes creating or conducting privacy, data protection, and/or AI assessments and security controls selection/assessments

The following Management Preferences are not required, but applicants that possess these skills are preferred:

• 3 years or more experience in privacy risk and program management in a large government department or across an enterprise
• Experience writing privacy, data protection, and/or AI governance policies
• IAPP certification (CIPM, CIPP, CIPT), experience writing policies

This position will have access to data within the Division of Criminal Information Network (DCIN); and as such, NC Administrative Code 14B NCAC 18A.0401 mandates that prior to receiving and/or maintaining certification as a DCIN user, applicants:

• Shall agree to a fingerprint-based background search.

Minimum Education and Experience Requirements

Bachelor's degree in computer science or a related IT field or related degree from an appropriately accredited institution and three years of progressive experience in IT security or closely related area including two years of supervisory experience;
or
Associate degree in computer science or a related IT field or related degree from an appropriately accredited institution and four years of progressive experience in IT security or closely related area which includes two years supervisory experience;
or
an equivalent combination of education and experience.
