Minimum Qualifications:
Bachelor’s Degree in Business, Public Administration, or a related field required, supplemented by five years of progressively responsible experience in Office Administration, Human Resources, Finance, Procurement or legal support to a law department, including 3 years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: A valid Georgia driver’s license is required. Please note, new residents must obtain a valid Georgia Driver’s License within 30 days of employment.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position in addition to technical competencies in the selection and management of case management and other law office software systems. Purpose of Classification:
The purpose of this classification is to oversee and manage the administrative functions of a county department or division. This position serves as the senior administrative staff member and is responsible for coordinating core business operations including budget development, purchasing, personnel administration, and support services. The incumbent provides supervision to administrative staff, serves as liaison to County administrative offices, and ensures alignment with County policies, procedures, and strategic goals.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; recruits and interviews candidates; makes selection recommendations; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
Monitors and tracks the expenditure of office funds and budget line items in addition to the utilization of department administrative staff; works with departmental leadership to track the actual needs of the department and prepare a preliminary draft of the annual budget for review and approval; provides technical and managerial analysis of departmental processes and their impact on the budget and collects said information for utilization in the development of the annual budget.
Partners with the Employee Development Division of the Department of Human Resources Management to develop and implement a systemic training program appropriate for each job position and promote cross-training of all employees. This position will also coordinate and facilitate training offered through other departments for the benefit of staff within the department.
Serves as department liaison with additional duties to include the management of purchasing, staffing, training, information technology, quality assurance and other administrative operations activities; develops and revises policies and procedures; provides analysis and recommendations to director regarding administrative functions; oversees staff and daily operational activities; and coordinates administrative changes, new technology implementations, and related initiatives.
Prepare financial accounting reports in accordance with governmental generally accepted accounting principles and standards.
Coordinates and supervises the case management system utilized by the office to tract projects and assignments.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
