About the Position: This position is located at U.S. Army Garrison (USAG) and Presidio of Monterey, Installation Legal Office, Presidio of Monterey, California. If you are currently serving in a permanent, competitive service appointment in the Federal service, and are selected for this position, the appointment will remove you from the competitive service while you occupy this position.
Duties- Serves as the Chief, Civil Law Branch and/or Chief Administrative and Civil Law Branch, with responsibility for supervising the Section in all areas of general administrative and/or civil law.
- Serves as the Deputy Chief for the Branch in the Chief’s absence, and as such must maintain competency across all areas of general administrative law, ethics, environmental law, contract and fiscal law, and labor and employment law.
- Supervises at least three military or civilian attorneys in the delivery of quality legal support services.
- Supervises subordinate personnel and ensures compliance with SJA policies, procedures and reporting requirements.
- Prepares legal opinions on questions of law pertaining to the operation of the military installation.
- Provides legal advice and conducts legal reviews for all Freedom of Information and Privacy Act requests that are received by the installation, to include tenant organizations.
- Responsible for initiating, recommending and executing the Secretary of the Army's standards of conduct program, under the authority delegated from the Designated Agency Ethics Official (Army General Counsel).
- Provides ethics counseling and legal advice on all standards of conduct issues to all personnel, directorates and organizations.
- Researches law, regulation and facts necessary for individual opinions.
- Provides legal advice to the Command and staff on general administrative law matters.
- Acts as senior attorney-adviser to the Mission Support Element Director, the Garrison Commander, and staff in the areas of administrative law, civil law, military personnel law, contract law, labor law, environmental law, and other legal disciplines.
- Provides legal advice and counsel to contracting officers, procurement specialists, commanders, staff officers and other personnel having procurement related duties.
- Supervises the Commercial Activities (CA) attorney in providing advice to the Source Selection Evaluation Board.
- Reviews, researches and provides legal interpretation of a wide range of federal environmental statutes.
- Determines the jurisdictional issues and requirements for compliance with federal and state statutes and regulations.
- Represents the command and all tenant activities on matters involving environmental law issues.
