Job Description

Under the general direction of the Information Technology Manager II, the Information Technology Manager I serves as theNetwork and Infrastructure Support Manager overseeing enterprise-class Wide Area Network (WAN), Local Area Network, wireless, and IT infrastructure systems across the Department of Justice (DOJ). This position is responsible for the operational leadership and strategic planning of secure and resilient network infrastructure supporting high-availability law enforcement, justice, and agency systems. The incumbent manages a team of IT professionals delivering 24/7 mission-critical services in support of California Law Enforcement Telecommunications System, Criminal Justice Information Systems, Automated Fingerprint Identification System, CalPhoto, Integrated Office System, and DOJ Internet/Intranet services. This position also leads enterprise projects such as deployment of Software Defined Wide Area Networks (SD-WAN), firewall modernization, network access controls, and wireless infrastructure deployments.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Technical Expertise:

  • Extensive experience with enterprise-class WAN/LAN, wireless, and data center infrastructure.
  • In-depth knowledge of network security principles, including firewalls, VPN, Zero Trust Architecture, and Network Access Control (NAC) technologies.
  • Experience implementing or supporting Software-Defined Wide Area Networks (SD-WAN) and next-generation firewalls.
  • Familiarity with routing and switching protocols, network segmentation, and high-availability configurations.
Leadership & Team Management:

  • Proven ability to lead technical teams, delegate tasks, and foster a collaborative team environment.
  • Experience managing IT personnel in a 24/7 support environment, including on-call operations and incident response.

Strategic Thinking & Planning:

  • Demonstrated ability to align infrastructure strategies with organizational goals and business continuity requirements.
  • Experience developing long-term road-maps for hardware refreshes, network upgrades, and modernization initiatives.

Project Management:

  • Experience managing multi-site infrastructure projects with vendors, consultants, and internal departments.
  • Familiarity with formal project management methodologies (e.g., PMP, Agile) and tools.
Policy & Compliance:
  • Understanding of CJIS, CLETS, or other law enforcement/public safety network compliance standards.
  • Experience creating or enforcing IT governance, security policies, or incident response procedures.

Communication & Collaboration:

  • Strong verbal and written communication skills for working with executives, stakeholders, and technical/non-technical staff.
  • Experience engaging with external agencies, vendors, or statewide partners on infrastructure-related initiatives.
