The Office of Legal Counsel (OLC) provides legal support to the Department of Toxic Substances Control (Department). Under the direction of an Assistant Chief Counsel, the Attorney is responsible for performing legal work to all Department programs, regarding various legal issues involving or affecting the Department. As an Attorney you will have the opportunity to:
- Review permitting documents, including draft permits, response to public comments, public participation documents, final permit decision documents for compliance and consistency with state and federal laws, including California Hazardous Waste Control Law, federal Resource Conservation and Recovery Act, California Environmental Quality Act, and their implementing regulations
- Represent the Permitting Division or the Department management in administrative proceedings, including denials and suspensions of permits and haulers registrations and related appeals
- Coordinate litigation relating to permitting issues, including challenges related to VSP, CEQA, and hazardous waste
- Work with the Attorney General on litigation matters and assists the Attorney General with substantive law and Departmental policies and procedures
- Draft litigation referrals and ensures that all supporting documents are made available to the Attorney General’s Office
- Coordinate with the Attorney General’s Office on Department litigation matters
Desirable Qualifications We Look For:
- Experience as an attorney or law clerk/legal
- Experience with any federal or state environmental laws as an attorney, law clerk, or legal
- Experience as an attorney with administrative law advising state agencies
- Experience as an attorney responding to Public Records Act Requests
- Experience with environmental justice or similar matters

Working Conditions
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
