Job Description SummaryThe IG Deputy Counsel reports to an Assistant Inspector General and the Inspector General and is responsible for investigating allegations of all types of misconduct by any contractor, sub-contractor, consultant, or vendor doing business with the SCA, or any SCA employee or contingent staff member.Job DescriptionResponsibilities include:
- Oversee and supervise investigations undertaken by the SCA Office of Inspector General; and ensure that matters are thoroughly investigated in a timely manner.
- Conduct and supervise investigations into all types of violations, civil, criminal and administrative, which relate to the Authority or its programs, including construction accidents, fraud schemes, wage theft, corruption, and racketeering.
- Investigations may include drafting investigative strategies, interviewing witnesses, drafting subpoenas, and reviewing documents and other evidence.
- Conduct pro-active investigations and system reviews to improve SCA’s policies and operating procedures and to uncover any area within the SCA that may have compliance weaknesses or corruption vulnerabilities.
- Draft referrals for prosecution and liaise and coordinate with prosecuting authorities, including District Attorney Offices, United States Attorney Offices, and other prosecuting and law enforcement agencies.
- Draft well written reports, memoranda, and letters regarding all SCA Office of Inspector General investigations, including criminal, civil, and administrative matters.
- Work with confidential, investigatory and employee files that regularly expose the Deputy Counsel to information regarding budgets, staffing and personnel matters including the reassignment, discipline, and discharge of employees.
- Coordinates with the Authority Legal Department in the collection, analysis and presentation of project specific material used in civil court proceedings and administrative actions.
- Provide legal advice to the Inspector General and, at the Inspector General's direction, to the Authority on a wide variety of matters, including but not limited to contract procedures, the prequalification program, and civil and criminal litigation.
- Perform all duties to protect the interests of the Authority where laws, regulations, and legal precedents are unclear or ill-defined.
- Plan, assign, monitor, review and evaluate the work performed by assigned staff.
