General Description 

 

This position will serve as a resource to the teams within the Municipal Governance Division and manage a variety of matters (e.g. conducting research, drafting,  representing the City in interpleader, quiet title and other in rem matters) ).  A key aspect of this role is the ability to manage cases in all stages of litigation including the filing of timely answers, negotiating settlements and appearing at hearings.  The ability to apply legal advice effectively to the issues presented by clients, to act in a responsive manner, take time to understand the complexities of the situation and assure that the legal advice, counseling, and drafting is aligned with the City of Atlanta Municipal Code and other applicable laws. The Municipal Governance Division and its attorneys have a critical role in collaborating with other members of the City’s Department of Law as the areas covered may have an impact in other operational areas of the City.

 

Work Schedule

 

This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.



Responsibilities

The attorney will:

 

Provide advice and counsel to a variety of groups and departments within the City of Atlanta, including the Department of Finance, and the other clients of the Municipal Governance Division;

 

Ensure that all processes are followed;

 

Evaluate and communicate to internal stakeholders any risks and obligations and provide general legal advice as needed;

 

Establish productive relationships with the City agencies, departments, and functional groups; and

 

Draft answers to quiet titles, interpleaders, money rules, condemnations and barments, and represent the City of Atlanta’s interests in these matters and maintain knowledge of case status. Collect and analyze evidence and review pertinent case law, statutes and other legal authorities.

 

Conduct legal research related to applicable municipal, state, and federal laws and regulations and interpret laws, rulings and regulations to advise client on legal matters.

 

Work with opposing counsel in advance of hearings or trial to conduct pre-trial conferences and negotiations



Qualifications

Minimum Qualifications 

 

Education and Experience: Juris Doctorate degree required. Must be a member of good standing with the State Bar of Georgia or the ability to obtain membership within one (1) year of employment. Must have seven to nine (10+) years of post-graduate relevant legal experience.

 

Preferred Qualifications

 

Experience in municipal, county, and/or real property law.

 

Demonstrated experience with matters involving ad valorem taxes, quiet titles, interpleaders, money rules barments and filing claims in condemnation actions..

 

Prior litigation experience.

 

Prior management experience.
