Job Description

The Pennsylvania Public Utility Commission is seeking a highly motivated Pennsylvania attorney with exceptional writing skills for our Office of Special Assistants. The Attorney 3 will review the entire record provided for each case; identify, research, and analyze the issues involved; address the positions of the parties; and propose a resolution of the issues through a draft Commission order. The Attorney 3 is expected to draft orders consistent with applicable court decisions, prior Commission decisions, and sound regulatory practice and policy. The Attorney 3 also provides thorough legal review of orders drafted by the office's Rate Case Review Specialists. Additionally, the Attorney 3 provides legal support within the Office of Special Assistants and, upon direction, to the Commissioners and such others within or outside of the Commission, as may be deemed necessary.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: This position is headquartered in Harrisburg. Part-time telework is a potential feature of this position. Successful candidates are required to report to the headquarters worksite daily, unless the employee meets eligibility requirements and telework has been approved by the Director.
    • To be eligible to participate in telework, the employee's Alternate (telework) Worksite must meet the following requirements. The telework worksite must be located: 1) within a reasonable travel distance of Harrisburg, and 2) within the Commonwealth of Pennsylvania.
    • Direct all questions regarding reasonable distance and the type of available telework to the PUC Human Resource Office at ra-puchr@pa.gov or (717) 787-8714.
    • Management may discontinue any telework arrangement at any time, for any reason.
    • Candidates who do not wish to telework or are not eligible to telework, will work from the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

Qualifications

Minimum Experience and Training Requirements:

  • Three years of progressively responsible professional legal experience, with some experience in highly responsible and complex professional legal work which provided exposure to governmental regulatory law (regarding public utilities)/administrative law and graduation from an approved school of law; or
  • Any equivalent combination of experience and training.

Special Requirement:

  • You must have certification of admission to the Bar of the Supreme Court of Pennsylvania, or eligibility for such certification.

Additional Requirements:

  • You must possess professional legal experience with public utility or administrative law that involves highly responsible and complex legal work.
  • You must possess appellate legal experience that involves public utility or administrative law.
  • You must have been legal counsel for, or represented, public utilities in your career.
  • You must have served in a judicial clerkship.
  • You must possess professional legal experience in which you were responsible for drafting adjudications and/or judicial or quasi-judicial decisions/orders.
  • You must be able to perform essential job functions.

Preferred

  • Full-time professional legal experience
