Job Title: Legal Services Program Manager
Reports to: Executive Director
FLSA Status: Non-Exempt
Hours Per Week: 35 hours
Location: Olympia, WA
Employment Type: Full-Time
Minimum Experience: Manager/Supervisor

Summary
In a culturally responsive manner, develop, coordinate, and maintain community service programs for survivors of sexual and domestic violence. These programs include legal advocacy and coordinating legal clinics with a partner agency, systems advocacy, domestic violence high risk team (DVHRT), and drop-in services. Supervise and support staff, interns, and volunteers; manage program evaluation and compliance; and represent SafePlace in the community.
Essential Duties and Responsibilities
Leadership
- Role models commitment to agency values, mission and vision
- Ensures compliance and accountability to applicable law, contracts, agency policies, procedures, and best-practices in program area
- Role models agency Team Agreements and related practices
- Ensures budget adherence and fiscal responsibility according to agency expectations and policies
Program Supervision
- Develop, coordinate, and deliver quality, culturally responsive services for survivors.
- Manage legal advocacy, court accompaniment, legal clinics, and legal case management.
- Oversee drop-in advocacy including crisis intervention and referrals.
- Oversee DVHRT program coordination and applicable direct services to eligible individuals.
- Ensure accurate documentation of all program activities.
Community Engagement and Evaluation
- Ensure sustainability and effectiveness of legal and DVHRT response programs.
- Maintain relationships with relevant community partners and participate in networking.
- Collaborate with directors and managers for service integration.
- Design and implement program evaluations.
Systems Advocacy
- Provide and monitor systems advocacy efforts.
- Maintain ties with civil legal, criminal justice and social service providers.
- Represent SafePlace in relevant community task forces and meetings.
Supervision
- Supervise legal advocates, DVHRT coordinator, and any assigned program volunteers, and interns.
- Schedule and lead regular supervisory meetings.
- Oversee timekeeping and conduct timely evaluations.
- Ensure training requirements are fulfilled.
Administrative Oversight
- Review direct service and training data in Secure Access Washington InfoNet.
- Monitor program expenses and ensure compliance with fiscal policies and procedures, ensuring programs are operating within their approved budget. May participate in grant development.
- Collaborate with administrative staff to manage scheduling, email communication, and resource tracking.
Collaboration and Crisis Response
- Maintain regular communication with the Program Director and team.
- Participate in supervisory meetings and quality assurance efforts.
- Serve as a 24-hour back-up for DVHRT calls.
Qualifications
Minimum Requirements
- Bachelor's degree in social work, law, criminal justice, or related field.
- 2+ years of direct advocacy experience with sexual/domestic violence survivors, including or in addition to experience with civil legal or criminal legal systems.
- 1+ year of experience in program management or program development.
- 1+ year of staff supervision experience
- 50 hours of recent sexual/domestic violence advocacy training.
- Experience in conflict resolution, performance correction, de-escalation.
- Competence in culturally responsive service delivery.
- Proficiency in Microsoft Office; strong written and verbal communication.
- Reliable transportation, current auto insurance, and phone access.
- Commitment to SafePlace philosophy and confidentiality standards
Preferred Qualifications
Bilingual/bicultural (Spanish or Asian languages).
Supervisory Responsibilities
Direct supervision of legal advocates, DVHRT coordinator, volunteers, and interns. Responsibilities include training, scheduling, performance appraisal, conflict resolution, and adherence to agency policies.

- Intermediate proficiency in Microsoft Word, Excel, PowerPoint, Internet, and email.
