Job Description

The U.S. Court of Appeals for Veterans Claims is seeking a Librarian and Judiciary Records Officer (JRO) to cover a broad range of library functions including technical and research services for the Court, overseeing all library operations, as well as managing the chambers' collections and subscriptions.

Duties

DUTIES AND RESPONSIBILITIES: The CAVC librarian/JRO reports directly to the Deputy Executive Officer and serves all Judges, the Clerk of the Court, and all Court staff. The tasks performed vary daily and cover a broad range of library functions including technical and research services for the Court, overseeing all library operations, as well as managing the chambers' collections and subscriptions. The librarian/JRO independently makes decisions based on thorough knowledge of the profession and the library's policies, practices, and judicial needs. The Librarian/JRO plans and manages the CAVC Records Management Program (CAVC RMP) in accordance with the Federal Records Act, as implemented by federal courts and overseen by the National Archives and Records Administration (NARA).

Major Duties

The Librarian/JRO performs duties and has responsibilities such as the following:

  • Oversees technical services: acquisitions, cataloging, classification, and materials processing.
  • Maintains Court inventory of law books, subscriptions, and chambers book collections.
    • Purges obsolete and/or unwanted resources, while complying with federal and local regulations and policies.
  • Selects and acquires library materials, including print and electronic information resources to meet the needs of the Court and establishes relationships with library service vendors.
  • Provides research, reference, and consultation services for the Judges, the Clerk of the Court, Court personnel, members of the bar association, and the general public.
  • Assists and instructs Court personnel with computer searches and library research methods.
  • Coordinates and conducts library user training and orientation programs and schedules Westlaw and Lexis training sessions.
  • Manages an interlibrary loan program through personal contact with the Library of Congress and other federal libraries in Washington, D.C. (The library does not participate in OCLC WorldCat.)
  • Maintains an online integrated library catalog system that is accessible to Court personnel. The library currently uses SirsiDynix, which houses and updates the Court's system on their servers.
  • Manually uploads Court decisions/opinions for inclusion on the Court's website.
  • Serves as the liaison with Westlaw and Lexis, troubleshooting any problems with the publication of the Court's documents.
  • Participates in library networks and initiates and maintains professional contacts with other librarians to provide the fullest possible range of research materials to Judges and other Court staff.
  • Develops and justifies the library's annual budget.
  • Manages and maintains the content of the CAVC internet and intranet websites. Develops, formats, writes and/or edits new and existing webpage content.
  • Plans and manages the CAVC RMP. Provide records management advice and support to the CAVC and its staff concerning the full spectrum of record management issues.
  • Handles the day-to-day operations of a records management program and carrying out short-term and long-range planning for a records management program in accordance with NARA and the Administrative Office of the U.S. Courts guidelines.
  • Drafts, coordinates, maintains, and tracks CAVC-specific policies, directives, procedures, and guidance that address records (especially electronic and email records), regulatory requirements, and CAVC needs. Provides formal and informal training on records management policies, processes, and/or procedures to all CAVC staff.
  • Performs other duties as assigned.

Salary
  • $85,447 - $158,322/year

Qualifications

Required Competencies (Job Knowledge, Skills, and Abilities):

  • Knowledge in the basic concepts, principles, policies, and theories of library administration and management, and records management, and the Library of Congress classification system and cataloging procedures and practices.
  • Knowledge of legal resources (e.g., Bloomberg Law, Lexis+, and Westlaw) available for research and skill in conducting legal research including legislative history searches using various research platforms.
  • Ability to instruct Court staff in various legal research techniques using electronic and conventional media, with experience training patrons in one-on-one or group settings.
  • Knowledge of the principles, responsibilities, and requirements for managing records in accordance with the Federal Records Act, as implemented by federal courts and overseen by NARA. This should include knowledge of records inventories, file plans, policy creation, answering and creating surveys, and records schedules.
  • Proven skill to manage a diverse portfolio of tasks, while being attentive and responsive to reference questions from a variety of sources.
  • The ability to implement staff-wide records management training program for current and new employees.
  • Excellent customer service skills, a professional demeanor, and a demonstrated ability to work as part of a team including the ability to effectively and appropriately interact with Judges, the Clerk of the Court, and Court staff providing customer service.
  • A keen knowledge of automation concepts and applications.
  • A high level of oral and written communication skills.
  • The ability to consistently demonstrate sound ethics and judgment and comply with Code of Conduct for Judicial Employees and Court confidentiality requirements.

Specialized Experience:

You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 (or equivalent pay band) level in the Federal service. Specialized experience is defined as:
  • Performing legal research and reference services, and collection development within an operational library or information center environment; and
  • Performing legal research and reference services, and collection development within an operational library or information center environment; and
    • Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
    • Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
    • Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education Completion of 1 full academic year of graduate study in library science or information science from an ALA-accredited college or university program, in addition to possessing a bachelor's degree; OR A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
