Duties
Are you ready to shape the future innovation in America? The Office of the Commissioner for Patents is seeking a visionary data and analytics executive to serve as the agency's foremost expert in advanced modeling, digital analytics, and data-driven decision making. In this high-impact role, you will drive enterprise-wide analytics strategy, including probability modeling, advanced programming, data mining, and dynamic visualization to empower the Patents Organization with the insight needed to deliver world-class service.
Specifically, the incumbent will perform the following functions:
- Utilize a wide array of scientific approaches, processes, and techniques to develop agency metrics.
- Utilize collation, evaluation, interpretation and presentation to communicate quantitative data.
- Monitor data collection and the use of mathematical and statistical modelling, as well as the presentation of findings and recommendations to provide strategic advice in the use of the results.
- Represent the Commissioner for Patent and Deputy Commissioners at times and communicate findings orally and in writing with innovative data visualization to the Under Secretary and Director of the USPTO.
- Develop case studies when necessary, identifying training needs and overall efficiency and effectiveness gains for the agency.
- Proactively develop and maintain stakeholders and consultative relations with key business stakeholders identifying and addressing data analytics needs, aligning data strategy with identifying potential initiatives that will drive the business unit strategic plan.

To meet the minimum requirements for a Senior Level position, candidates must be a recognized subject matter expert with directly related experience. Typically, experience of this nature will have been gained at the GS-15 or equivalent level in the federal service or its equivalent in the private sector. Candidates must demonstrate their experience meets the Professional Technical Qualifications for this position in their two-page resume and this experience must have been at a sufficiently high level of difficulty to clearly show the candidate possesses the required subject matter expertise and technical qualifications set forth below.
Examples of relevant qualifications include:
- Comprehensive knowledge of patent rules and regulations as well as an appreciable breadth of knowledge in scientific and technological fields.
- Mastery of statistical methods, probability laws, forecasting techniques, and quantitative modeling.
- Ability to lead advanced data mining, data engineering, and analytics of modernization efforts.
- Excellent communication and presentation skills.
- Ability to interpret technical, legal, and scientific material relevant to patent examination and appeals.
- Technically oriented and personally proactive with extreme attention to detail.
- Ability to work effectively on independent projects as well as within team environment.
- Strong written and verbal communication skills are necessary.

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQS):

Knowledge of and skill in applying advanced statistical, quantitative, and data analysis methodologies to large or complex datasets, and translate analytical results into actionable recommendations or solutions for complex technical or organizational problems.

Knowledge of patent law, patent practices, and procedures, with appreciable breadth of scientific technical, and business acumen with the ability to clearly communicate complex technical or analytical information - both orally and in writing to diverse technical and non-technical audiences.
