Duties The Human Resources Officer serves as the senior advisor on all human resource issues and programs to agency leadership, leading a regionalized human resources operation which includes Human Resources (HR) policy development and oversight of all human resources functions for the EOIR.
Duties include but are not limited to the following:
- Providing leadership and direction in the formulation of HR strategic plans and policies for the development and implementation of a comprehensive HR program compatible with the EOIR mission, vision, goals, programs, and objectives.
- Monitoring mission and program development to ensure HR policies are supportive and provide the maximum utilization of resources.
- Directing and implementing human resources programs in consonance with statutory and regulatory requirements in functional areas including recruitment and placement, position classification and pay administration, employee benefits and training, workforce data and management information systems, and program policies and procedures formulation encompassing the spectrum of HR functions.
- Assessing the impact on the work force in terms of morale, welfare, productivity and ensures findings are considered in EOIR decision making processes.
- Developing and implementing policy and program guidance in all areas of Human Resources Management for use throughout EOIR. Represents the Agency at senior level meetings and conferences; in planning and development of Human Resources Management program goals and objectives, and in the resolution of major HRM problems involving EOIR/DOJ, OPM and other executive agencies.
- Serving as a consultant on other committees and organizations concerned with Human Resources Management and programs within the federal government.
- Managing Human Resources Management program operations through technical supervisors and staff, establishing priorities, work schedules, and the assignment and evaluation of work.
- Establishing overall program policies; provides guidelines for developing operational priorities, and delegates operational program responsibility to staff supervisors.
- Maintaining overall awareness of plans and work assignments related to tasks to be accomplished under supervision of section chiefs.
- Advising higher level officials of situations involving the relationship of the work of the division to broader programs, and resulting impact on these programs.

In order to qualify for the Human Resources Officer position, you must meet the following time in grade requirements and minimum qualifications:
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.
FOR THE GS-15 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties:
- Overseeing the development and implementation of policy and program guidance in all areas of Human Resources Management (HRM), including recruitment and placement, position classification, pay administration, employee benefits and HRIS, for use throughout the organization;
- Providing procedural guidance and direction on HR operations to HR staff, component supervisors and selecting officials to improve efficiency and customer satisfaction;
- Managing HRM program operations through staff, establishing priorities, work schedules, and the assignment and evaluation of work;
- Reviewing HR decisions and courses of action to ensure they are consistent with laws and regulations; and
- Advising higher level officials of situations involving the relationship of the work of the division to broader programs and resulting impact on these programs
