If selected for this position, you will serve as the Contracting Officer for the United States Attorney's Office, District of Montana. Typical work assignments will include:
- Performing pre-award and post-award work on a variety of contract actions.
- Developing and documenting acquisition strategy for procuring supplies and services that may require a variety of specialized handling provisions, terms and conditions.
- Preparing all solicitation documents necessary to support a variety of contract actions.
- Monitoring contractual milestones.
- Developing and maintaining familiarity with Government contracting procedures, business practices, the Federal Acquisition Regulations (FAR) and other regulations, policies and procedures.
- Performing cost and price analysis, preparing contracts and executing award documents.
- Preparing statements of work and resolving non-complex problems in the pre-award and post-award phases.
- Reviewing requisitions and determines appropriate contract type, competition requirements, contract vehicle and applicable FAR authorities.
- Reviewing technical and cost evaluation reports for accuracy and completeness.
- Overseeing the performance management and assignments of the Contract Specialist, Purchasing Agent and Administrative Services Assistant.
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

To be QUALIFIED for this position, you must meet BOTH the basic requirements and the minimum qualifications.
BASIC REQUIREMENTS: Applicants must have One (1) of the following:
- A four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university;
OR
- At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university.
OR
- Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

In addition to meeting the Basic Qualification Requirements as described above, applicants must also meet the minimum qualifications as defined below:
MINIMUM QUALIFICATION REQUIREMENTS:
GS-12: To qualify for the GS-12 Contracting Officer, you must have one year of specialized experience at the GS-11 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience are: developing policy, compiling procurement data, reviewing requisitions for adequacy of the statement of objectives and/or performance work statement, determining allowable expenditures of appropriated funds, soliciting price quotations or proposals, awarding purchase orders, preparing documentation to support award decisions, and resolving contractor performance issues.
Must have successfully completed the applicable certification requirements including mandatory training as prescribed for federal procurement functions, which includes those prescribed as FAC-C (Level I) requirements or equivalent certification.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
