Job Description

This position is located within the Office of General Counsel (L), The General section (LG), Bonneville Power Administration (BPA). The purpose of this position is to serve as an Attorney-Adviser (General), providing advice and counsel on matters that fall within the functions of a federal power marketing agency.

Duties

As an Attorney-Adviser (General), you will:

  • Within the applicable subject-matter area, provide legal advice to managers and staff.
  • Support legal positions taken by the United States or BPA, and works with members of various BPA offices and Departmental components to provide opinions and advice within the scope of the assignment.
  • Analyze and interpret various federal and state laws, orders, rules and regulations, and case law applying to the United States and to BPA.
  • Assist in analyzing and drafting proposed legislation, regulations, and/or statements of agency policy.
  • Prepare pleadings and evidence as directed by the United States Attorneys' Office and the Department of Justice, and represent BPA at administrative hearings as assigned.
  • Prepare legal opinions and analyses in areas as assigned by the Assistant General Counsel.

Salary
  • $93,543 - $170,881/year

  • This is a temporary appointment, not to exceed 1 year, may be extended for 1 additional year. May be converted to permanent at any time, though conversion is not guaranteed.
Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-12:


Must have a professional law degree (LL.B. or J.D.) and membership in a State or District of Columbia bar; and one year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work.

GS-13:

Must have a professional law degree (LL.B. or J.D.) and membership in a State or District of Columbia bar; and one year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and one additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.

GS-14:

Experience requested by management:

Experience advising on matters related to Labor and Employment (Personnel) and Freedom of Information Act (FOIA).
