Job Description

The Legislative Affairs Officer position is in the Office of Legislative Affairs (OLA). The OLA carries out the Judiciary's legislative liaison activities with Congress, other governmental entities, and private sector organizations with an interest in legislation and other activity affecting the judicial branch.

Duties

The AO is seeking an exceptional leader to serve as the Legislative Affairs Officer in the Office of Legislative Affairs (OLA). The OLA is responsible for working with the Judicial Conference of the United States and its committees to develop Judicial Conference positions on legislative issues; promoting legislative initiatives approved by the Judicial Conference; identifying and monitoring congressional activity that could impact the Judiciary; and developing and coordinating responses to all policy or legislative inquiries from Congress. The incumbent of this position serves as the subject matter expert on all matters relating to congressional initiatives in the Judiciary. The incumbent will report to the Deputy Director.

The duties of the Legislative Affairs Officer include, but are not limited to:

  1. Leading and overseeing the work of the OLA which includes a staff of attorneys, paralegals, and administrative professionals.
  2. Overseeing and monitoring legislative and congressional initiatives for the Judiciary and its officers.
  3. Serving as a primary advisor to the AO Director and Deputy Director, and the Judicial Conference of the United States and its committees on legislative matters of interest to the Judiciary.
  4. Providing and overseeing staff support to the Judicial Conference Committees on Federal-State Jurisdiction and the Judicial Branch and assisting in carrying out the planning of activities as well as implementing Committee decisions.
  5. Promoting and engaging in communication with Congress, the executive branch, state governments, bar associations, and other groups.
  6. Fostering strategic partnerships with members of Congress, its committees, federal agencies, and relevant national organizations.
  7. Serving as a member of the AO's senior staff for strategic planning and decision making.
  8. Communicating and interacting with managers from other government entities and the private sector to advance programs, solve problems, negotiate solutions, and accomplish goals.

  6. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Applicants are responsible for citing minimum qualifications such as J.D. and bar membership information (institution name, state(s) for bar, and dates) on their respective resumes. Post J.D. Experience: Applicants must also possess at least 4 years of post J.D. experience.

Specialized Experience: Subsequent to graduation from law school, applicants must have at least one full year (52 weeks) (preferably 3 years) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows:
  • Demonstrated expertise in the political, administrative, and legislative processes of Congress.
  • Demonstrated ability to provide strategic advice and communications with executive level officers.
  • Demonstrated executive level ability to solve complex and sensitive problems.
Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

Mandatory Technical Qualifications: The MTQs listed below should be evident in your resume. A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. Please limit your response to two pages for each MTQ.
  1. Communicate effectively both orally and in writing with executive levels both within and outside the federal sector, elected or appointed officials, and subordinates, on matters of the broadest organizational scope and complexity, such as policy management for judiciary or nationwide programs. Experience working with congressional staff and committees regarding high profile, highly complex and sensitive legislative matters and ability to make influential recommendations pertaining to such legislation.
  2. Demonstrate executive level ability to solve problems of broad scope and complexity, such as those that occur in managing and directing programs of federal agency-wide scope. Demonstrated executive level ability to manage the agency's congressional affairs program and possess a firm background in governmental affairs. Actively involved in implementing solutions to recurring problems and issues.
  3. Demonstrate executive level ability to advance legislation, communications, promote good relations, accountability, leadership, and service, among subordinate staff, to ensure operational effectiveness and streamline business processes. Bi-partisan and non-partisan accomplishments are important.

Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). A narrative response as part of the application package for each of the following ECQs is MANDATORY for all other applicants. Please limit your response to two pages for each ECQ.

  4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management.
  5. Building Coalitions / Communication: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
