Position Summary

This position is responsible for ensuring Child Support programs are administered according to state and federal statutes.  Responsibilities include problem-solving daily operational issues, assigning work duties, developing new or streamlined policies and procedures and meeting state and federal mandates for case quality control, timeliness and other requirements.  Review and sign pleadings and attend court hearings in which the State of Wisconsin is a real party in interest. 

 
SUPERVISION
This position directly supervises one Child Support Lead Worker, five Support Specialists, one Paternity Specialist, a Litigation Assistant and three Administrative Clerk IIIs by carrying out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Days:  Monday - Friday
Work Hours:  8:00 am to 4:30 pm
Hours Per Shift:  8
Shifts Per Pay Period:  10

Essential Duties and Responsibilities

This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned. 
 
Run reports from the state systems for staff to ensure compliance with state, federal and county regulations.

Review and negotiate cooperative agreements with the Clerk of Courts and Family Court Commissioner and other county departments, ensuring the timely signing of these agreements and coordination with the state for on-going payment of services.

Monitor case statistics to assure that the County is receiving 100% of available funding based on the performance-based standards established by the federal government.

Ensure that the County reviews and is knowledgeable about the state/county annual contract; communicate changes in that contract and ensure timely receipt by the state.

Prepare and monitor the annual budget for the Child Support program.

Review and approve all Child Support expenditures, under the constraints of the budget, and properly record revenues and expenditures.

Recommend monthly journal entries to record cooperative agreement expenses and send to Finance Department for processing.

Assist Purchasing Department in preparing subcontractor contracts for vendor bidding.  Monitor and give final approval of vendor bidding and final vendor contract.

With the assistance of an assigned financial analyst, review and approve monthly SPARC expenditure reporting to the State for child support and reconcile monthly reports to the general ledger.

Conduct staff meetings and training for child support staff.

Monitor caseloads for performance-based funding; identify areas that need improvement and develop plans to ensure the maximum funding.

Keep abreast of State and Federal program changes and communicate this information to the staff, agency and local stakeholders. Attend child support conferences and meetings as necessary to keep up-to-date on program changes and requirements.

Review case closures to ensure that they meet federal guidelines.

Ensure compliance with financial, federal and state audits.

Implement new State and Federal programs and policies by directing and training staff.

Assist staff with case problems, providing customer service as needed.

Respond to participant inquiries regarding case status. Ensure staff is providing appropriate customer service to all participants.

Answer questions and resolve policy and case system issues for line staff on a daily basis.  This may involve working with State to interpret and apply complicated policies correctly.

Research, track and analyze Child Support program data in order to provide information to management, county board and other interested parties.  Gather information from reports including performance standards and demographic information as needed.

Review the quarterly Random Moment Time Study employee roster and ensure prompt employee response to sampling.

Organize, prioritize and develop training and workflow for interagency/departmental program operations.

Approve adjustment requests for child support payments.

Provide support and supervision to the child support office.

Liaison with the Assistant Corporation Counsel II and the Deputy Corporation Counsel to ensure that the duties of attorney are fulfilled in a manner that matches the needs of the agency.  Review pleadings and attend court hearings as needed to provide support for the Assistant Corporation Counsel II handling child support matters.  

Contribute to and participate in the strategic plan and long term goals of the agency.

Demonstrate a commitment to county safety and risk management efforts.


Qualifications

Education and/or Experience
Undergraduate degree and post-graduate legal degree (J.D., LLM) and three to five years of relevant prior experience as an attorney, or equivalent combination of education and experience. Supervisory experience required.  Knowledge of Wisconsin Child Support programming and regulations preferred.
 
Certificates, Licenses, Registrations
Licensed to practice law in the State of Wisconsin and shall be a member in good standing with the State Bar of Wisconsin.

Special Requirement
