The Opportunity:
The Office of Administrative Hearings (OAH) is currently looking to fill a permanent Legal Assistant 4 (LA4) position in our Child & Family Care (CFC) division.

The LA4 position is critical to the successful completion of the OAH mission and contributes to the mission by directly supervising a team of Legal Assistant 2s (LA2s) in the CFC division and providing multifaceted senior-level legal support services to Administrative Law Judges (ALJs) assigned to conduct administrative hearings for the CFC division. Reporting to the Legal Administrative Manager (LAM), and working closely with the Division Chief, Senior ALJs, and Lead LA3, the incumbent plans, assigns, and evaluates the work of the LA2s.

About the Agency:
The 1981 Legislature created the OAH to offer Washingtonians an independent, fair and neutral forum to hold administrative hearings on disputed matters referred by state and local government agencies. Operating out of field offices in Olympia, Tacoma, Seattle, and Spokane Valley there are currently 235 employees, including 120 Administrative Law Judges (ALJs) who preside over administrative hearings involving unemployment insurance benefits, child support, food assistance, medical benefits, business and professional licensing, and more. OAH conducts hearings for more than 30 agencies and 160 programs. Our referring agencies include the Employment Security Department (ESD), Department of Social and Health Services (DSHS), Department of Children, Youth, and Families (DCYF), Health Care Authority (HCA), Liquor and Cannabis Board (LCB), Department of Financial Institutions (DFI), the Office of the Superintendent of Public Instruction (OSPI), and others. Duties

Duties include, but are not limited to:

  • Direct supervision of a team of LA2s including planning, assigning, overseeing, and evaluating the work performed by the team.
  • Provide initial and ongoing training for team members in collaboration with Lead LA3.
  • Review and monitor work products of direct reports to ensure accuracy, completeness and compliance with best practices, using expert knowledge of agency legal procedures and administrative hearing rules.
  • Ensure team member compliance with agency leave policies and procedures.
  • Provide legal administrative support to the LAM, supervising ALJs, other ALJs and management.
  • Provide legal support to ADA Coordinator for the Americans with Disabilities Act (ADA) accommodations program and services, as well as communicate with parties regarding requests for suitable representation. 
  • Implement process improvements related to the OAH strategic plan.
  • In the absence of the LAM, or as delegated, provide supervisory support for the other legal support team members in the division, in collaboration with the Deputy.

Qualifications

Minimum qualifications:

  • Option 1: High school diploma or equivalent and five (5) years of experience in a legal environment in support of an attorney, administrative law judge(s), industrial insurance appeals judge(s), review judge(s) or equivalent, including at least two (2) years of supervising, leading, mentoring, coaching, or training experience.
  • Option 2: One (1) year as a Legal Assistant 3.
  • Option 3: A combination of six (6) years of college education and/or relevant experience, including at least two (2) years of supervising, leading, mentoring, coaching or training experience.
Experience providing legal support on the OAH Social and Health Services caseload is strongly desired. 

Successful candidates will also possess the following competencies:
  • Proven leadership skills including people and process management.
  • Impeccable organizational, problem solving, planning, and decision making skills.
  • Exceptional ability to express self both orally and in writing.
  • Proven ability to analyze complex situations and recommend and implement solutions in various circumstances.
  • Ability to effectively communicate with all levels of agency personnel.
  • Demonstrated skills in keyboarding/typing, filing, proofreading, grammar, spelling, and use of office equipment.
  • Familiarity with the Revised Code of Washington (RCW), Washington Administrative Code (WAC), the Administrative Procedures Act (APA), and knowledge of citations, case type regulations and procedures, and various legal form requirements.
