The incumbent serves as a Supervisory Attorney under the general supervision of the Director of the Office of Appeals (SES) and the Deputy Director (GS-15). The Office of Appeals is concerned with the review of all appeals to the General Counsel from Regional Directors' dismissals of unfair labor practice charges filed in the agency's regional offices.
As a Supervisory General Attorney (Labor) (Supervisory Appeals Attorney), GS-0905-15, your typical work assignments may include:
- Supervising and/or conducting specially assigned analytical and research projects and directing the preparation of reports and recommendations to the General Counsel relating to special problem areas or the overall administration of the appeals function.
- Directing preparation of memorandum or final letters, being responsible for the technical, concise accuracy and completeness thereof, including the factual and legal issues involved, with citation of authorities in the light of applicable law.
- Reviewing appeals from deferrals of unfair labor practice allegations and reviewing appeals from regional decisions regarding whether appropriate compliance with Board orders have been achieved.
- Reporting orally to the Director or Deputy Director of the Office of Appeals and the General Counsel's Agenda Committee on cases presented for decision in order to summarize contents of written analyses and recommendations, and to present additional interpretation and clarification of specific points raised during discussion.
- Developing a written permanent record in the Agency's case management system on behalf of the General Counsel of decisions in Appeals cases.

IDEAL CANDIDATE STATEMENT
The ideal candidate for the Supervisory General Attorney (Labor) (Supervisory Appeals Attorney) position in the Office of Appeals, possesses lead/managerial and/or supervisory experience to lead a team of professional attorneys. The candidate has subject matter expert knowledge of the National Labor Relations Act and other related statutes. The candidate has strong research and analytical skills that will enable them to review appeals cases and make accurate determinations of findings. Excellent communication and interpersonal skills to interact with colleagues and senior level management are desired.
BASIC REQUIREMENT
Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application.
Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification.
In addition to the BASIC REQUIREMENT, applicants must also meet the following:
MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Supervisory General Attorney (Labor) (Supervisory Appeals Attorney) GS-15 grade level.
Specialized experience includes:
- Experience working with labor, employment or administrative laws, or similar federal statutory regulations; and
- Experience interpreting and applying the National Labor Relations Act and other case law to difficult and novel factual and legal issues in unfair labor practice cases; and
- Experience providing authoritative guidance, interpretation and recommendations on both administrative matters and legal issues based on relevant laws and regulations.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
(NOTE: All agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Excepted). As an employee, you may determine your status by checking block 24 on your SF-50. The block must reflect "1" or "2". Also, block 34 must reflect "2").
