(Anticipated Hiring Range:$98,199 -$103,170/annually)
Positions assigned to this class plan, is responsible for overseeing, managing and administering the city’s risk and safety programs in the areas of Workers’ Compensation, Occupational Safety and Health Administration (OSHA), Arizona Department of Occupation Safety and Health (ADOSH), Americans Disabilities Act (ADA) management, Department of Transportation (DOT) compliance for the city, and monitoring/reporting on the city’s insurance administration with its insurance provider.

Essential Duties

The following are intended to describe core work functions of this classification.  While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the City's needs.

  • Coordinate, manage, and continuously improve city-wide safety training and loss prevention programs to mitigate safety issues.
  • Coordinate monthly safety committee meetings, provide monthly accident/injury information, and make recommendations to leadership.
  • Manage the city’s safety learning management system (LMS) to ensure city-wide safety and compliance training is relevant, properly assigned, and completed in a timely manner. Maintain training records.
  • Develop and implement city-wide safety rules, safe job procedures, and checklists. Ensure compliance with all relevant risk and safety regulations across city operations and resolve city and staff safety-related issues. 
  • Coordinate and monitor the city’s risk pool on claims related to liability and property damage and/or legal action involving the city general liability, workers’ compensation policies and other related coverage, and provide associated reports.
  • Research and evaluate the city’s exposure to loss and potential risks. Recommend and implement methods to reduce potential losses and risks. Advise budget committee of potential savings. 
  • Track and report risk and loss prevention results to demonstrate the effectiveness of programs, including savings of timelines and hard/soft costs. 
  • Participate in inspections of city facilities, equipment, and work activities to assure conformance with appropriate safety standards; note deficiencies and assist department with corrective and preventative actions to maintain compliance.
  • Ensure city staff complies with the Occupational Safety and Health and Administration (OSHA), and Arizona Department of Occupational Safety and Health (ADOSH) and related safety and health standards. Maintain and submit accurate OSHA required forms in compliance with annual reporting and posting guidelines. 
  • Consult with and advise departments on safety, workers’ compensation, and liability exposure matters. 
  • Procure, manage, and evaluate city property and liability insurance and other purposed insurance contracts.  
  • Prepare documents, reports, and visual/oral presentations for leadership, city management, and city council. 
  • Act as the city’s ADA coordinator in accordance with city, state, and federal law. 
  • Administration and oversight of the city’s volunteer program, ensuring its effectiveness and alignment with the city’s mission and goals.
  • Perform other duties as required. 
  • Support the city’s policies, goals, and objectives and work with management and other staff to achieve such goals and objectives; ensure compliance with safety procedures. 

Minimum Qualifications

Education and Experience 
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a bachelor’s degree and five (5) years of paid full-time experience in accident prevention, risk management, administering or coordinating occupational safety programs, or related field, or an equivalent combination of education and experience. 

Certified Risk Manager (CRM) certification or Certified Safety Professional (CSP) certification and Occupational Safety and Health Administration (OSHA) training preferred.

  • Federal and state laws and regulations relating to safety administration including Occupational Safety and Health Administration (OSHA), Arizona Division of Occupational Safety and Health (ADOSH), and Department of Transportation (DOT).
  • Municipal claims procedures leading to litigation.
  • State and Federal workers’ compensation and labor laws.
  • Contemporary principles and practices of risk management and administration
  • Budget management methods and procedures.

Skill
  • Establishing and maintaining cooperative working relationships with vendors, coworkers, and other individuals in contact during the course of work; communicating clearly and concisely.
  • Reviewing, analyzing, and reconciling a variety of records and reports.
  • Developing and implementing programs and standard operating procedures (SOPs). 
  • Operating a personal computer utilizing standard software such as Microsoft Office and other specialized software; standard office equipment; proficient typing, and data entry.
  • Make data-driven recommendations to support organizational goals. 

Pre-employment Requirements
Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona, or meet the transportation needs of the position.

Physical Demands and Working Environment
 Work is performed in a standard office environment and in the field. May require sitting and operation of a personal computer. Use of standard office equipment. May require working in outdoor extreme temperatures (heat). Field work includes operation of a vehicle and equipment.  May require use of heavy-duty equipment and moderate exertion including lifting and carrying objects up to 50 pounds.
