This position is part of the, Chemical Safety and Hazard Investigation Board. The incumbent serves as an Attorney-Adviser responsible for determining which records/requests are made to the CSB under the Freedom of Information Act (FOIA)/ Privacy Act (PA); the applicability of FOIA/PA exemptions; preparing FOIA response letters and case files; determining which documents to release and withhold according to the FOIA/PA, applicable laws and regulations, and CSB's FOIA processing guidance.
DutiesAs an Attorney-Advisor, you will be responsible for:
- Performs proper and timely implementation for tracking FOIA data.
- Performs research and analysis of laws, regulations, case law, precedent, and other legal documentation relating to Board authorities, operations, and activities.
- Oversees the Agency/Department FOIA/PA life cycle program by developing strategies that foster awareness for both internal and external customers to improve compliance and engage the public.
- $86,962 - $134,435/year

Qualifications
There is no OPM qualification standard established for positions in the Attorney-Advisor, 0905 series, and agencies may establish their standards for these Excepted Service positions. The Division of Human Resources and the Office of General Counsel established the following qualifications criteria for CSB attorney positions:
Basic Requirements for all grade levels:
1. You must possess a J.D./LL.B. Law Degree from a law school accredited by the American Bar Association (ABA). (You must submit a copy of your transcripts.) -AND-
2. You must be an active member in good standing of the Bar of a state, a territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. (You must submit a copy to verify your standing.) -AND-
Minimum Qualifications: In addition to the degree requirements above, candidates must possess at least one of the following. The minimum qualifications for hiring at each grade level (or equivalent) are as follows. To be found qualified for that particular grade level all the listed information must be found in your resume.
Experience Requirement for the GS-12
You must have at least 1 year of professional experience working as an attorney in any of the following duty areas: enforcement, compliance, litigation, administrative law, investigations, legal review, regulations/policy, or other similar areas. At least one year
of this experience must be comparable in scope and responsibility to the GS-11 federal grade level participating in providing legal advice, analysis, research, administrative procedures, or litigation work. Specific work experience must demonstrate the following: (1) conducting legal research of policies, regulations, administrative law, and/or compliance questions; (2) drafting briefs, motions, reports, or other documents; (3) assisting with or conducting interviews or taking depositions and/or sworn statements; and (4) leading and/or working on FIOA cases.

Experience Requirement for the GS-13:
You must have at least 2 years of professional experience working as an attorney in any of the following duty areas: enforcement, compliance, litigation, administrative law, investigations, legal review, regulations/policy, or other similar areas. At least one year
of this experience must be comparable in scope and responsibility to the GS-12 federal grade level participating in providing legal advice, analysis, research, administrative procedures, or litigation work. Specific work experience must demonstrate the following: (1) assisting with or conducting interviews or taking depositions and/or sworn statements; (2) preparing and making oral presentations of legal arguments or presenting the results of legal research/analysis; (3) participating in a judicial or administrative proceeding, (4) leading and working on FIOA cases including FOIA-related litigation; and (5) drafting briefs, motions, reports, or other documents.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Education You MUST provide transcripts or other documentation to support your educational claims. Unless otherwise stated: (1) unofficial transcripts are acceptable, or (2) you may submit a list with all of your courses, grades, semester, year, and credit for the course.
