The Maryland Office of People's Counsel seeks a creative, energetic attorney to join it in advocating, amid climate change, for the economic and environmental interests of the State's residential consumers of public utility services such as electricity and natural gas.
The level of position filled (Assistant People’s Counsel I, II, III or IV) will be based on the candidate's level of experience.
This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

Education: A Juris Doctor degree or an equivalent degree from an accredited school of law.
Experience: None.
APC II $104,507.00-$142,124.00
Education: A Juris Doctor degree or an equivalent degree from an accredited school of law.
Experience: Eighteen months of experience in a government agency practicing law related to the regulation of public utilities or two years of experience as a practicing Attorney.
APC III $115,776.00-$154,617.00
Education: A Juris Doctor degree or an equivalent degree from an accredited school of law.
Experience: Three years of experience in a government agency practicing law related to the regulation of public utilities or four years of experience as a practicing Attorney.
APC IV $126,879.00-$188,528.00
Education: A Juris Doctor degree or an equivalent degree from an accredited school of law.
Experience: Four years of experience in a government agency practicing law related to the regulation of public utilities or five years as a practicing Attorney.
Notes:
1. Employees in this classification must be a member of the Bar of any state or federal jurisdiction at the time of appointment and must become a member of the Maryland Bar within 18 months of appointment.
2. The above requirements are set by the Office of People’s Counsel in accordance with the Public Utilities Article, Public Services and Utilities, Title 2 Public Service Commission and People Counsel, Section 203 of the Annotated Code of Maryland.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in general attorney classification or general attorney specialty codes in the legal and kindred group field of work on a year-for-year basis for the required experience and education.

- Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
- Annual Leave - ten (10) days of accumulated annual leave per year.
- Sick Leave - fifteen (15) days of accumulated sick leave per year.
- Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
