
PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Managing Counsel to join our team as a pivotal member that would play a key role here at the Delaware Valley Refining Complex –Delaware City, DE and Paulsboro, NJ.
The Managing Counsel will support the Delaware Valley Refining Complex (“DVRC”), consisting of the refining operations located in Delaware City, Delaware and Paulsboro, New Jersey, among other responsibilities. Under general direction, he or she will resolve highly complex business or technical issues by identifying legal solutions and recommending a course of action. He or she will represent the organization to customers, suppliers, competitors and government agencies. The role requires experience in a broad range of legal areas such as health, safety and environmental matters, procurement and litigation as well as advising on labor and employment matters. May be a specialist of superior skill in a specific area of the law or a highly qualified senior generalist.
The position can be located in either Paulsboro, New Jersey or Delaware City, Delaware, but will require regular weekly travel between the two sites. Must be willing and able to travel as business need dictates.
PRINCIPAL RESPONSIBILITIES:
- As a member of the DVRC leadership team, providing and/or supervising all legal support for DVRC regarding a broad spectrum of health, safety and environmental, employment and labor, procurement and litigation matters as well corporate matters relating to or affecting DVRC. Advising on business and legal risks and appropriate risk mitigation strategies.
- Counseling on federal and state regulatory and compliance matters impacting the business, including but not limited to, Clean Air Act, Petroleum Refinery Sector Rule (NESHAPs/NSPS), Resource Conservation and Recovery Act (RCRA), Occupational Safety and Health Act (OSHA)).
- Developing a strong rapport and working relationship with the DVRC management team to help drive the delivery of effective and high-quality legal services which are appropriately linked to relevant business needs.
- Effectively manage outside counsel in a cost-effective manner, whether transactional, litigation or compliance in nature, and appropriately work with other attorneys within the Legal Department who may also be involved in supporting certain matters and managing outside counsel (e.g., litigation, HR matters, certain health, safety and environmental areas).
- Other duties as assigned.
SKILLS AND ABILITIES:
The successful candidate will have a minimum of 8-10 years of progressively responsible corporate/commercial legal experience, preferably including experience with both a multi-national law firm and an established corporate law department. Candidates should have an inquisitive nature with a specific interest in energy and regulatory law, and should demonstrate the following skills and abilities:

JOB QUALIFICATIONS:
- J.D. Degree required
- Licensed to practice law in principal work location or able to register as Authorized In-House Counsel in the principal work location.
- Must be willing and able to travel regularly between Paulsboro, NJ and Delaware City, DE and as otherwise as business need dictates.
