Job Description

This position is in the Enforcement Bureau (EB), Telecommunications Consumers Division (TCD), Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

The incumbent serves as an Attorney Advisor working primarily on cases involving enforcement of Telecommunications Act provisions that protect consumers. This position is responsible for providing advice and guidance on legal issues pertaining to accessibility and the enforcement of sections of the Communications Act pertaining to ensuring privacy and access to telecommunications products and service by persons with disabilities.

The incumbent works on complex legal cases.  These cases typically involve complicated factual situations where clear precedents are not readily available or apparent.  These are often characterized by one or more of the following: (1) complex, difficult issues requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests; (2) matters that can have an important impact on major industry parties whose economic position affects major private and public interests; (3) matters of intense public interest and impact.  The incumbent applies rigorous critical thinking and analysis skills to solve problems, make recommendations to supervisors, and executes tasks needed to complete investigations and issue legal actions.  Decisions about legal conclusions based upon the facts and the relevant legal authorities are made in conjunction with the supervisor, with the incumbent playing a critical role in (1) identifying, (2) researching, and (3) communicating accurate, timely, and appropriately detailed information to support well-reasoned legal conclusions and informed decision-making at all levels.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.

A. Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include:  a professional law degree JD, LL.B., and/or LL.M. 

NOTE-If you do not provide a transcript at the time of application, a transcript will be required to be provided at the time of selection.

B. Specialized Experience

GS-13

Applicants must possess at least two years of professional law experience and at least one year must be equivalent to the GS-12 level in the Federal Service.  See specialized experience below.

  1. Experience conducting in-depth legal research;
  2. Experience preparing complex legal documents;
  3. Experience developing research strategies for legal issues;
  4. Experience making oral presentations to communicate research results; and
  5. Experience interacting with individuals at all levels of authority.

GS-14

Applicants must possess at least three years of professional law experience and at least one year must be equivalent to the GS-13 level in the Federal Service. See specialized experience below.

  1. Experience conducting legal research on federal statutes, rules and regulations relating to providers of communications and/or telecommunications services;
  2. Experience preparing complex and comprehensive legal documents;
  3. Experience analyzing, interpreting and presenting findings and recommendations on complex legal issues; and
  4. Experience interacting with individuals at all levels of authority.


PART-TIME OR UNPAID EXPERIENCE:  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
