Job Description

The attorney is expected to possess excellent analytical and writing skills with a background in administrative or civil litigation, appellate work, and high-level advisory work. The attorney is responsible for providing legal advice pertaining to California civil service laws, the Bagley-Keene Act, the California Public Records Act, the Administrative Procedures Act, and other matters pertinent to public employment to the five-member Board, the Executive Officer, and divisions within the SPB. The attorney will also represent the SPB in administrative and civil proceedings before different administrative agencies and state and federal courts. In addition, the attorney is also responsible for drafting correspondence,memoranda, and other legal documents on behalf of the Board and Executive Officer concerning matters within the SPB’s jurisdiction.

Under the general direction and supervision of the Chief Counsel, Legal Division, the Attorney IV position (“Attorney”) is responsible for a wide range of legal work involving legal research, legal writing, advocacy practice before administrative tribunals and courts, and advisory work for the State Personnel Board (SPB) and its staff.

Established by the State Constitution, the State Personnel Board (SPB) is charged with overseeing the merit-based, job- related recruitment and selection process for the hiring of state employees who provide critical services to the citizens of California. SPB provides direction to departments through simplifying civil service laws, rules, and policy. In addition, SPB audits departments for merit system compliance. SPB also investigates and adjudicates alleged violations of civil service law which are filed by employees, applicants, and members of the public.

Special Requirements

Please submit a legal brief or memorandum addressing a complex legal issue that was primarily drafted by you with minimal input from others. The document should be no more than 10 pages, business format, and must be written within the past five years.

Working Conditions

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. This is subject to change based on operational needs.

The salary ranges listed do not include the general salary increase effective July 1, 2025.
