The Constituent Case Manager is a pivotal role within the legislative affairs office of NCDOT, focusing on managing constituent issues related to the Department of Transportation and Division of Motor Vehicles. The Constituent Case Manager serves as the lead support to the Legislative Director in resolving these matters, representing the agency and ensuring efficient resolution of constituent concerns. Responsibilities include serving as a primary point of contact for constituents, understanding and addressing their concerns promptly, and utilizing resources to achieve resolutions. Additionally, the Constituent Case Manager handles constituent issues on behalf of the legislative affairs director, ensuring requests are managed in accordance with agency policies and procedures. The role involves close collaboration with internal stakeholders to gather information, assess constituent needs, and implement appropriate solutions. The Constituent Case Manager also tracks and analyzes bills, providing legislative reporting as needed. Operating with a high degree of autonomy, performance is evaluated based on issue resolution and constituent satisfaction. Additional responsibilities include overseeing certain administrative functions, ensuring efficient office operations, and contributing to strategic planning and process improvements. This may involve leading projects, coordinating team activities, performs, in addition to prescribed functions, special internal and external management assignments delegated by the director, and managing resources effectively to achieve departmental goals as well as coordinating Policy and Planning, Communication, Citizen Affairs, and Public and Intergovernmental Liaison Activities.
The Constituent Case Manager for the legislative affairs will also help track legislation and multiple committee activity. This includes checking bills introduced each day of a legislative session; maintain list of bills relevant to department; track progress and status of bills throughout their eligibility;
This position also assists in maintaining an updated list of legislative reports the department must submit; send reminders to staff responsible for each report in advance of due dates; ensure review of reports by supervisor; send reports to relevant legislative committees; minimal supervision. Also, will need to perform other duties as assigned.
The program area for this position includes one or more of the following: experience providing consultation to constituents and/or working knowledge of the legislative process.
Salary- $44,588 - $78,028/year

Bachelor’s degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment; or an equivalent combination of training and experience.
