Under the general direction of the Assistant Chief Counsel of the Foundations Franchise and Income Taxes (FIT) Section, the incumbent plans, organizes, reviews and directs the activities of assigned Legal Division staff in the Foundations Division. Those activities may include but are not limited to interpreting laws, regulations and court decisions; drafting memoranda and proposed opinions in complex tax appeals involving Franchise and Income Tax Law; representing the Foundations Division’s opinions regarding cases to the Hearings Division of the Office of Tax appeals, may act as a hearing officer for complex tax appeals; may act as a liaison with the Office of the Attorney General in litigation; drafting and analyzing legislative proposals and bills; promulgating regulations, and rendering advice with respect to other administrative matters, appeals, litigation, rulings and regulations and special assignments involving the subject matters of the Office of Tax Appeals.
