Working under the direction of the Deputy Chief Counsel for Licensing, this Assistant Chief Counsel position is responsible for the review and analysis of all license applications with the PGCB. You will be assisting the Deputy Chief Counsel in responding to all questions from members of the PCGB staff or applicant representatives related to the status of an application, problems with an application, interpretations of statutory or regulatory provisions related to licensure, as well as inquires into disclosure and/or divestiture requirements. Work includes evaluating the corporate structures and business models of all applicants to determine licensure requirements and ensuring statutory and regulatory compliance. You will have the opportunity to assist with the composition, revision, and ultimate completion of the Suitability Reports and Executive Summaries for each applicant for licensure with the PGCB. Additional responsibilities include:
- Providing legal assistance to the Bureau of Licensing
- Reviewing all applications for form, legality, and consistency
- Generating binding licensure documents, general correspondence, and contractual documents
- Providing legal representation for the Bureau of Licensing with outside counsel
- Assisting in evaluating the suitability of each applicant
- Providing legal interpretation for ongoing licensure renewal applications and any additional licensure filings
- Monitoring issues relating to licensees in the post licensure period of the PGCB
- Reviewing and evaluating all license renewal applications
- Ensuring statutory and regulatory mandates, as they related to Bureau of Licensing, are satisfied
- Providing legal advice and guidance to the Bureau of Licensing, as to the effect of any statutory or regulatory violation by an applicant or licensee

- Full-time employment
- Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework options may be available.
- Occasional travel may be required.
- Salary: In some cases, the starting salary may be non-negotiable.

Minimum Experience and Training Requirements:
Graduated from an accredited school of law and certificate of admission to the Bar of the Supreme Court of Pennsylvania.
Additional Requirements:
- You must have knowledge of Pennsylvania's Right to Know Law.
- You must have knowledge of the principles and practices of records retention.
- You must be able to perform essential job functions.
Preferred
- Experience as a paralegal, legal secretary, or in administering a Records Management Program and/or Right to Know Law Requests.
