Description

The Outside Counsel Division of the City Attorney’s Office is responsible for managing all aspects of the City’s engagement with external legal counsel. This includes managing the selection and retention of outside law firms, negotiating and administering contracts, overseeing billing practices, and ensuring compliance with budgetary guidelines. The division works closely with internal legal teams and various City departments to identify needs for specialized legal expertise that cannot be met in-house.

Duties and Responsibilities

The Accounting Clerk will support the Outside Counsel Division by managing and processing invoices submitted by outside law firms. Key responsibilities include:
•Receiving and reviewing outside counsel invoices for accuracy and compliance with contract terms, including biller identification, approved hourly rates, and hours billed.
•Creating and maintaining accurate records in the outside counsel database, including entering invoice data and updating review and payment status.
•Preparing transmittal forms for each invoice and coordinating the internal review and approval process with the assigned attorney.
•Processing approved invoices for payment through the City’s Financial Management System(FMS).

•Scanning, printing, filing, and organizing physical and electronic documents related to outside counsel billing.
•Delivering and retrieving documents within the office and coordinating with other City departments as necessary.
•Performing general administrative and clerical tasks to support the division’s operations.
•Assisting with other related duties as assigned.

Requirements

One year of clerical experience;
•Excellent organizational skills, with meticulous attention to detail in data entry and documentreview;
•Demonstrated ability to manage multiple priorities, meet deadlines, and perform effectively inhigh-pressure environments;
•Ability to maintain discretion and confidentiality;
•Ability to communicate effectively, orally and in writing;
•Reliable attendance and punctuality are mandatory;
•Knowledgeable in the operation of personal computer equipment; and
•Work from 8:00 a.m. to 4:30 p.m., Monday through Friday.

Desired Qualifications
The following qualifications are desirable:
•Intermediate level knowledge in the use of Microsoft Access, Microsoft Excel, Microsoft Word,and Adobe Acrobat;
•Experience with invoice processing, accounts payable/receivables or other related clerical work.
•Ability to collaborate and coordinate with multiple internal departments;
•Basic knowledge of legal billing or contract terms is preferred but not required; and
•Reliable, responsible, and able to handle confidential information professionally.

Supplemental Information

Current Location 
City Hall East, 200 N. Main Street, Los Angeles. Position is subject to assignment at any location of the Office of the Los Angeles City Attorney. 

Probation 
Appointment to this exempt position (non-Civil-Service) will be subject to a one-year probationary period as required by Section 1050 of the City Charter. Successful completion of the one-year probationary period will result in tenure with the office.
